Job Overview:
The Strategic Reforms Reporting Lead will play a crucial role in supporting the Ministry of Planning and Development in Pakistan. This position involves overseeing the reporting processes related to strategic reforms, ensuring that all activities align with the ministry's objectives and the broader goals of UNDP. The lead will be responsible for coordinating with various stakeholders, including government officials, to gather data and insights necessary for effective reporting. The role requires a deep understanding of the strategic reforms being implemented and the ability to communicate progress and challenges effectively. The lead will also be expected to provide recommendations based on the analysis of the data collected, contributing to the continuous improvement of the reform processes.

Duties and Responsibilities:
  • Develop and implement a comprehensive reporting framework for strategic reforms in collaboration with the Ministry of Planning and Development.
  • Collect, analyze, and synthesize data related to the progress of strategic reforms, ensuring accuracy and relevance.
  • Prepare detailed reports and presentations for stakeholders, highlighting key findings, challenges, and recommendations.
  • Facilitate workshops and meetings with government officials and other stakeholders to discuss progress and gather feedback.
  • Monitor and evaluate the effectiveness of the reporting processes, making adjustments as necessary to improve outcomes.
  • Ensure compliance with UNDP policies and procedures throughout the reporting process.
  • Provide technical assistance and capacity building to ministry staff on reporting and data management.
  • Collaborate with other UNDP projects and initiatives to align reporting efforts and share best practices.

Required Qualifications:
  • Proven experience in reporting, monitoring, and evaluation, particularly in the context of public sector reforms.
  • Strong analytical skills with the ability to interpret complex data and present it in a clear and concise manner.
  • Excellent communication skills, both written and verbal, with the ability to engage effectively with a diverse range of stakeholders.
  • Familiarity with the political and economic context of Pakistan, particularly in relation to development and reform initiatives.
  • Proficiency in using data analysis and reporting tools, as well as Microsoft Office Suite.

Educational Background:
A Master's degree in Public Administration, Development Studies, Economics, or a related field is required. Additional certifications in monitoring and evaluation or project management would be advantageous.

Experience:
A minimum of 5 years of relevant professional experience in reporting, monitoring, and evaluation, preferably within the context of government or international development organizations. Experience working with UN agencies or similar organizations is highly desirable.

Languages:
Fluency in English is mandatory, both written and spoken. Proficiency in Urdu or other local languages is considered an asset, as it would facilitate communication with local stakeholders.

The position is offered as an individual contractor role, with a contract duration of 56 working days spread over a period of 10 months, from February 2026 to November 202
  • This is a full-time position, and the contractor will be expected to work closely with the Ministry of Planning and Development in Islamabad. Compensation will be commensurate with experience and in line with UNDP standards.
