Duties and Responsibilities:
Conduct a thorough mid-term evaluation of governance reforms and innovations, utilizing both qualitative and quantitative research methods.
Develop evaluation frameworks and methodologies that align with UNDP's standards and best practices.
Engage with various stakeholders to collect data, including interviews, focus groups, and surveys.
Analyze data to assess the effectiveness, efficiency, and impact of governance initiatives.
Prepare detailed evaluation reports that summarize findings, conclusions, and recommendations.
Present evaluation results to UNDP management and relevant stakeholders, facilitating discussions on findings and implications.
Collaborate with project teams to ensure that evaluation insights are integrated into ongoing project implementation.
Proven experience in conducting evaluations, particularly in governance and public sector reforms.
Strong analytical skills with the ability to interpret complex data and present findings clearly.
Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
Familiarity with UNDP's governance frameworks and evaluation standards is highly desirable.
Demonstrated ability to work independently and manage multiple tasks effectively under tight deadlines.
Educational Background: Candidates must possess at least a Master's degree in a relevant field such as political science, public administration, international relations, or a related discipline. A Ph.D. in a relevant area would be an advantage, particularly for those with a focus on governance and public policy.
Experience: A minimum of 5 years of professional experience in governance, public administration, or related fields is required. Experience in conducting evaluations, particularly in the context of international development or public sector reforms, is essential. Familiarity with UNDP's operations and governance initiatives will be considered a significant asset.
Languages: Fluency in English is mandatory, both written and spoken. Knowledge of Urdu or other local languages would be an advantage, as it would facilitate communication with local stakeholders and enhance the evaluation process.
Additional Notes: The position is offered as an individual contractor role, with a contract duration of 50 working days spread over a period of 7 months.
