Job Overview:
The position of Individual Consultant - Economic Analyst is designed to support the Climate Adaptation Team at NITI Aayog, which is the policy think tank of the Government of India. The consultant will play a crucial role in strengthening adaptation financing frameworks, which are essential for addressing the economic impacts of climate change. The responsibilities include estimating the economic impacts of climate change, determining adaptation finance requirements, and developing methodologies for tracking adaptation expenditures and budget tagging. This role is vital for ensuring that financial resources are effectively allocated to combat climate change and enhance resilience in vulnerable communities. The consultant will be expected to work collaboratively with various stakeholders, including government officials, NGOs, and other partners, to achieve the objectives of the assignment. The assignment is expected to last for a period of six months, during which the consultant will provide expert analysis and recommendations to support the team's initiatives.

Duties and Responsibilities:
The duties and responsibilities of the Individual Consultant - Economic Analyst include but are not limited to:
  • Conducting comprehensive analyses of the economic impacts of climate change on various sectors in India.
  • Estimating the financial requirements for adaptation measures and developing frameworks for adaptation financing.
  • Collaborating with NITI Aayog and other stakeholders to develop methodologies for tracking adaptation expenditures and budget tagging.
  • Preparing detailed reports and presentations to communicate findings and recommendations to stakeholders.
  • Engaging in discussions and workshops to disseminate knowledge and gather feedback on proposed methodologies and frameworks.
  • Providing technical assistance and capacity building to government officials and partners involved in climate adaptation financing.
  • Monitoring and evaluating the effectiveness of adaptation financing initiatives and suggesting improvements.
  • Ensuring that all work aligns with UNDP's strategic objectives and contributes to sustainable development goals.

Required Qualifications:
The position requires a strong background in economics, particularly in the context of climate change and adaptation financing. Candidates must possess analytical skills to assess economic impacts and financial requirements effectively. Additionally, familiarity with climate change policies and frameworks in India is essential. The consultant should have experience in working with government agencies or international organizations, demonstrating the ability to navigate complex stakeholder environments. Strong communication skills, both written and verbal, are necessary to convey findings and recommendations clearly to diverse audiences.

Educational Background:
Candidates for the Individual Consultant - Economic Analyst position should have at least a Master's degree in Economics, Environmental Economics, Climate Change, or a related field. A Ph.D. in a relevant discipline would be an advantage. The educational background should include coursework or research focused on climate change economics, adaptation strategies, and financial analysis.

Experience:
The ideal candidate should have a minimum of 5 years of professional experience in economic analysis, with a focus on climate change and adaptation financing. Experience working with governmental or intergovernmental organizations, particularly in the context of India, is highly desirable. The consultant should have a proven track record of conducting economic assessments and developing financial frameworks for climate adaptation initiatives.

Languages:
Fluency in English is mandatory, as all reports and communications will be conducted in English. Proficiency in Hindi or other regional languages would be considered an asset, as it may facilitate better communication with local stakeholders and enhance the effectiveness of the consultant's work.

Additional Notes:
This position is a contract role for a duration of six months, and it is expected to be full-time. The consultant will be working remotely, with the possibility of occasional in-person meetings as required. Compensation will be commensurate with experience and qualifications, and the consultant will be expected to submit proposals directly through the UNDP supplier portal.
