Job Overview: The position of Senior Consultant for the Implementation of the Training Plan involves providing technical assistance for the implementation of training processes focused on project planning and formulation. The consultant will develop methodologies and tools to monitor the actions implemented. The work will be hybrid, based in Guatemala City and prioritized municipalities, requiring travel to various regions, including Alta Verapaz, Huehuetenango, and Totonicapán, with an estimated six missions lasting one week each. The consultant will participate in meetings with UNICEF, SESAN, PNUD, and other allied institutions, prepare training guides and manuals, validate and approve created materials, promote coordination with involved institutions, and collect necessary data for monitoring progress.
Duties and Responsibilities:
Participate in meetings convened by UNICEF and other relevant institutions.
Prepare guides, manuals, and training tools on required topics.
Conduct validation meetings for created materials.
Promote territorial coordination with involved institutions.
Collect data and statistics for effective monitoring of progress.
Define logistics and coordination with institutions for field training.
Develop detailed documents on the progress of the training implementation process, including participant lists, workshops, meetings, and materials used.
Conduct follow-up trips to assigned territories to document the training process chronologically, including photos and relevant materials.
Required Qualifications: Candidates must possess strong coordination and group strategy skills, analytical and programmatic abilities, and technical writing skills. They should have knowledge of the socio-economic realities of Guatemala, results-based management, legal frameworks for planning in public institutions, project profiling, and the functioning of municipal public budget cycles. Desirable qualifications include knowledge of security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security and nutrition.
Educational Background: A university degree in social sciences, economics, or a related field is required for this position. Candidates must provide proof of their academic qualifications.
Experience: A minimum of four years of experience in financial administration and/or public sector planning is required. Additionally, candidates should have four years of experience facilitating training processes with institutional, departmental, municipal, or community actors.
Languages: Fluency in Spanish is mandatory. Knowledge of additional languages is considered an asset, particularly indigenous languages or English.
Additional Notes: The consultancy will be conducted under a hybrid work modality, with a contract duration until the completion of the specified deliverables. The final fee will follow the principle of achieving the desired outcome at the lowest possible cost. Consultants must include all expenses in their fee proposals, including travel and per diem costs. Payment conditions stipulate that UNICEF will pay within 30 days of receiving the consultant's invoice, which is issued only after UNICEF's acceptance of the specified work. Consultants are responsible for determining their tax obligations according to local laws.
