Job Overview: The National Consultant for the UNDP-GEF Midterm Review will be responsible for conducting a comprehensive evaluation of the GEF-funded project titled 'Promoting the use of minigrids for sustainable development in Sudan.' This project, which began on January 4, 2022, aims to enhance access to clean energy through the development of solar PV minigrids, particularly in rural areas of Sudan. The consultant will assess the project's progress towards its objectives, evaluate its strategies for promoting gender equality and environmental sustainability, and identify necessary adjustments to ensure the project's success. The consultant will work closely with the Sudan Electricity Holding Company and other stakeholders to gather data, analyze project outcomes, and provide actionable recommendations based on the findings of the Midterm Review (MTR).
Duties and Responsibilities:
Conduct a thorough assessment of the project's progress towards achieving its objectives and outcomes as outlined in the Project Document.
Evaluate the effectiveness of the project's strategies in promoting gender equality, women's empowerment, and disability inclusion.
Review the project's environmental impacts and ensure adherence to sustainable practices.
Identify early signs of project success or failure and recommend necessary changes to enhance project effectiveness.
Document lessons learned and best practices for future renewable energy initiatives.
Collaborate with project stakeholders, including the UNDP Sudan Country Office and partnering ministries, to gather relevant data and insights.
Prepare a comprehensive report detailing the findings of the MTR, including recommendations for project adjustments.
Present the results of the MTR to stakeholders and facilitate discussions on implementation strategies.
Strong understanding of gender equality, women's empowerment, and disability inclusion principles.
Familiarity with environmental sustainability practices and renewable energy solutions.
Excellent analytical and report-writing skills.
Ability to work collaboratively with diverse stakeholders and facilitate discussions.
Knowledge of the local context in Sudan and the challenges related to energy access and rural electrification.
Educational Background: A Master's degree in a relevant field such as Environmental Science, Energy Policy, Development Studies, or a related discipline is required. Additional certifications or training in project evaluation or renewable energy would be an asset.
Experience: A minimum of 5 years of professional experience in project evaluation, particularly in the context of international development and renewable energy projects. Experience working in Sudan or similar contexts is highly desirable.
Languages: Fluency in English is mandatory. Proficiency in Arabic is an advantage, as it will facilitate communication with local stakeholders and enhance the evaluation process.
Additional Notes: This position is for a national consultant, and applicants must be nationals of Sudan. The contract duration is expected to align with the timeline of the Midterm Review process, and the consultant will be expected to work full-time during this period. Compensation will be commensurate with experience and in line with UNDP standards.
