Job Overview: The Humanitarian Advocacy Officer will work under the supervision of the director" style="border-bottom: 1px dotted #007bff !important;">Country Director, dedicating 60% of their efforts to humanitarian advocacy and 40% to nutrition advocacy activities. The primary objectives include acting as a policy and advocacy focal point, providing direct support to the country office, and developing and implementing an advocacy plan of action for Yemen. The role also involves ensuring external representation in coordination advocacy forums and working groups, which is crucial for influencing policies and practices that affect humanitarian efforts in the region. The position requires a proactive approach to advocacy, with a focus on strategic communication and collaboration with various stakeholders.
Duties and Responsibilities: The Humanitarian Advocacy Officer will be responsible for several key duties, including:
Developing and implementing a comprehensive advocacy plan for Yemen, ensuring alignment with ACF's mission and objectives.
Acting as the primary point of contact for policy and advocacy matters within the country office.
Engaging with external stakeholders, including government representatives, NGOs, and international organizations, to promote ACF's advocacy goals.
Conducting policy analysis and research to inform advocacy strategies and initiatives.
Writing and producing reports, policy briefs, and publications to communicate advocacy messages effectively.
Leading complex communications campaigns in collaboration with advocacy departments and teams.
Representing ACF in various forums and working groups, advocating for the needs and rights of vulnerable populations.
Building and maintaining partnerships and consortiums to enhance advocacy efforts. 1

Required Qualifications: Candidates must possess a Master's degree in social sciences, international relations, International law" style="border-bottom: 1px dotted #007bff !important;">Humanitarian Law, politics, development studies, or a related field. Additionally, a minimum of 3 years of experience in humanitarian advocacy is required, along with expertise in policy analysis, data collection, and report writing. Experience in using M&E information for advocacy purposes, as well as skills in negotiation and representation at high levels, are essential. Candidates should also demonstrate the ability to manage complex communications campaigns and work effectively in diverse cultural contexts.
Educational Background: The ideal candidate should hold a Master's degree in a relevant field such as social sciences, international relations, International Humanitarian Law, politics, or development studies. This educational background is crucial for understanding the complexities of humanitarian advocacy and the political landscape in which ACF operates.
Experience: A minimum of 3 years of relevant experience in humanitarian advocacy is required. This experience should include policy analysis, data collection, and the ability to write and produce reports and policy briefs. Candidates should also have a proven track record in using M&E information to inform advocacy strategies and campaigns, as well as experience in high-level negotiations and representation.
Languages: Fluency in English is mandatory, with strong writing and oral communication skills. Proficiency in Arabic is considered a strong asset, enhancing the candidate's ability to engage with local stakeholders and communities effectively.
Additional Notes: This position offers a fixed-term contract under French legislation for a duration of 6 months. The monthly gross salary ranges from 2597 to 2968 euros, depending on experience, and includes a 13th-month salary. Non-French citizens will receive a pension insurance reimbursement of 16% of their gross monthly salary. Additional benefits include a monthly per diem and living allowance of $730 net, a country allowance of 450 euros, and a child allowance of 1500 euros per year per child present in the country of origin (up to a maximum of 6000 euros per year). Transportation and accommodation costs will be covered, and ACF provides comprehensive medical coverage for employees and their dependents. Employees are entitled to 25 days of paid leave per year, 20 rest and recuperation (RnR) days, and reimbursement for airfare to their chosen break destination.
