Job Overview:
The Senior Counter-Terrorism Officer will play a crucial role within the Action against Terrorism Unit (ATU) of the Transnational Threats Department (TNTD) at the OSCE Secretariat. This position is designed for individuals with extensive experience in counter-terrorism and human rights protection. The successful candidate will provide support to high-level officials, including the Chair-in-Office and the Secretary General, on all matters related to anti-terrorism. The role requires a strong commitment to human rights-oriented programming and the ability to draft, implement, monitor, and evaluate OSCE counter-terrorism programs. The officer will also be responsible for liaising with national authorities, external experts, and various stakeholders to ensure effective coordination of counter-terrorism activities across the OSCE region. The position demands a proactive approach to identifying issues and proposing corrective actions, as well as the ability to capture and disseminate best practices in counter-terrorism efforts. The officer will manage a team of professionals and contribute to the preparation of reports on OSCE anti-terrorism activities, ensuring that the organization's commitments to combating terrorism are met effectively.

Duties and Responsibilities:
The Senior Counter-Terrorism Officer will be responsible for a wide range of duties, including:
  • Providing comprehensive support to the Chair-in-Office, Secretary General, and participating States on all anti-terrorism-related matters.
  • Ensuring that programming is aligned with strong human rights protection and fundamental freedoms.
  • Submitting the ATU Unified Budget cycle and related proposals, including work plans and monitoring reports, to the TNTD Coordinator.
  • Offering guidance on the drafting, implementation, monitoring, and evaluation of OSCE counter-terrorism programs or projects, identifying potential issues, and proposing corrective actions.
  • Liaising with relevant parties and stakeholders, including national authorities and external experts, to facilitate effective collaboration.
  • Monitoring developments in thematic areas related to counter-terrorism and disseminating best practices within the OSCE area and beyond.
  • Actively participating in counter-terrorism activities initiated by other OSCE institutions and international organizations.
  • Maintaining close relationships with donors, participating States, and OSCE Partners for Co-operation, while designing resource mobilization strategies for ATU projects.
  • Coordinating OSCE activities with relevant international organizations, particularly United Nations bodies, in the global fight against terrorism. 1
  • Preparing regular reports on OSCE anti-terrorism activities and managing a team of professional staff members in accordance with the OSCE Code of Conduct. 1
  • Performing other related duties as assigned by the supervisor.

Required Qualifications:
Candidates must possess a second-level university degree in social or political science, law, public administration, or a related field. Alternatively, a first-level university degree combined with at least two years of additional qualifying experience may be accepted. A minimum of ten years of diverse and progressively responsible professional experience is required, particularly in human rights protection and counter-terrorism. Candidates should have previous international work experience and/or experience with NGOs, along with at least five years of experience in line management, directing staff in planning, organizing, scheduling, monitoring, and evaluating program activities. Demonstrated experience in fundraising and donor relations is essential, as well as a working knowledge of relevant United Nations bodies and a history of cooperation with counter-terrorism regional and international organizations.

Educational Background:
The educational background required for this position includes a Master's degree (second-level university degree) in social or political science, law, public administration, or a related field. A first-level university degree may be accepted in combination with relevant professional experience, specifically at least two additional years of qualifying experience.

Experience:
Candidates should have a minimum of ten years of progressively responsible professional experience, with twelve years required if holding a first-level university degree. This experience should be particularly focused on human rights protection, prevention, and counter-terrorism. Previous international work experience and experience with NGOs are highly valued, as well as a strong background in line management and directing staff in program activities.

Languages:
Professional fluency in English is mandatory, with excellent oral and written communication skills. Knowledge of other OSCE working languages is considered an asset, enhancing the candidate's ability to engage with diverse stakeholders and contribute to the organization's objectives.

Additional Notes:
This position is classified as an international secondment, with a fixed-term contract. The maximum period of service in this post is ten years, reflecting the OSCE's commitment to staff rotation. The role is full-time, and candidates must be nominated by their respective participating States to apply.
