Job Overview:
The Demographic Resilience Technical Specialist for Central Asia serves as the principal technical expert on demographic shifts and their implications for sustainable development. This role involves generating and analyzing demographic intelligence to inform national frameworks and policies, enhancing capacity-building initiatives, and advancing thought leadership on demographic resilience. The Technical Specialist will work within the context of the EECARO Demographic Resilience programme, ensuring that the political, social, economic, and environmental contexts of Central Asian countries are considered in tailored pathways to demographic resilience. The position requires collaboration with country officers and focal points in Central Asia, under the guidance of the Country Representative and director" style="border-bottom: 1px dotted #007bff !important;">Country Director. The Technical Specialist will provide cutting-edge technical and programmatic support, focusing on the intersection of demographic shifts with megatrends such as climate change, migration, and inequality, and will empower country offices to lead in advancing UNFPA's strategic goals.

Duties and Responsibilities:
The Demographic Resilience Technical Specialist will undertake a variety of duties, including:
  • Evidence Generation and Analyses: Identify and analyze demographic data, including population size, structure, density, and migration patterns, to inform decision-making. Conduct advanced analyses on multivariate datasets to understand the interactions between demographic changes and sustainable development. Utilize innovative methodological tools for demographic analysis and demonstrate the value of this analysis to national actors.
  • Knowledge Management: Prepare analytical reports, position papers, and policy briefs to promote demographic resilience. Develop and share knowledge-based tools and approaches to strengthen knowledge management practices across Central Asia.
  • Quality Technical Support and Capacity Development: Support capacity strengthening on demographic tools and approaches, contributing to the development of regional strategies to enhance institutional capacities. Tailor capacity-building initiatives to strengthen technical and institutional capacities on demographic resilience policies.
  • Technical Representation and Strategic Partnerships: Foster partnerships with UN agencies, national and regional partners, and academic institutions to advance thought leadership. Represent UNFPA in relevant platforms and support partnerships aimed at mobilizing resources for the ICPD Programme of Action. Undertake additional duties as required by leadership.

Required Qualifications:
Candidates must possess an advanced degree in demography, economics, or related fields such as population statistics. A minimum of 7 years of progressive professional experience in demographic data generation and evidence-based policy formulation is required. Candidates should demonstrate technical expertise in population and development, with a strong track record of leading high-quality analyses and publications. Familiarity with methods to examine population dynamics and experience working with various stakeholders, including government and academia, is essential. Proficiency in digital data tools and analytical software is an asset.

Educational Background:
An advanced degree in demography, economics, or a related socio-economic development field is required. Candidates should have a strong foundation in population statistics and the ability to apply this knowledge to real-world scenarios.

Experience:
Candidates should have at least 7 years of progressive professional experience in demographic analysis and policy formulation. This experience should include a focus on the social, economic, and environmental implications of demographic shifts, as well as familiarity with tools and methodologies for analyzing population dynamics. Experience in building partnerships and delivering results in collaboration with multiple stakeholders is also necessary.

Languages:
Excellent verbal and written communication skills in English are mandatory, particularly for conveying technical knowledge to non-experts. Proficiency in Russian is desirable, enhancing the ability to communicate effectively in the Central Asian context.
