Job Overview:
The Operations Associate position at UNICEF involves a range of responsibilities aimed at supporting operations at the sub-country level. The incumbent will be tasked with interpreting and applying policies and procedures to ensure smooth operations, assisting in budget preparation and management, and providing timely operational support services. This role requires collaboration with various stakeholders, including the Administrative Officer and Programme Manager, to ensure compliance with organizational standards and effective service delivery. The Operations Associate will also be responsible for property management, travel arrangements, event logistics, and enhancing staff capacity through training and development programs. The position is critical in maintaining effective working relationships with other agencies and local authorities, ensuring that UNICEF's operations align with its mission to advocate for children's rights.

Duties and Responsibilities:
  • Interpret and apply policies and procedures to support operations at sub-country levels, providing practical input on implementation guidelines.
  • Assist in budget preparation and management, ensuring proper administration of payments and office supplies.
  • Deliver timely operational support services, including security" style="border-bottom: 1px dotted #007bff !important;">security arrangements and logistical support for sub-country offices.
  • Manage administrative supplies, office equipment, and vehicles, ensuring compliance with organizational standards.
  • Ensure all operations transactions and contracts comply with applicable policies and regulations.
  • Coordinate travel and transportation arrangements for staff and guests, maintaining accurate travel records.
  • Organize and coordinate events and logistics for capacity development activities.
  • Enhance staff capacity through training and development programs in operations support.
  • Maintain effective working relations with other agencies and local authorities. 1
  • Perform any other duties as assigned, ensuring effective delivery of operations support services.

Required Qualifications:
Candidates must possess a minimum of six years of relevant professional work experience in office management, administration, finance, accounting, ICT, human resources, or supply chain management. Experience in emergency duty stations is advantageous. Additionally, candidates should demonstrate strong organizational skills, attention to detail, and the ability to work collaboratively in a diverse environment. Knowledge of UNICEF's operational policies and procedures is a plus, as is experience in managing budgets and contracts.

Educational Background:
The minimum educational requirement for this position is the completion of Secondary School, preferably supplemented by technical or university-level courses in administration, finance, or a related field. Candidates holding a bachelor's or master's degree may substitute three or two years of experience, respectively, for the required work experience.

Experience:
The position requires at least six years of relevant professional work experience, which should include both national and international experience in areas such as office management, administration, finance, accounting, ICT, human resources, or supply chain management. Experience in emergency duty stations is considered an added advantage, highlighting the need for adaptability and resilience in challenging environments.

Languages:
Fluency in English and Arabic is mandatory for this position. Knowledge of another official UN language, such as Chinese, French, Russian, or Spanish, or a local language, is considered an asset, enhancing communication and collaboration in a multicultural setting.
