Job Overview:
In the role of Human Resources Officer, you will play a crucial part in supporting the HR operations of the Danish Refugee Council in Mykolaiv. Your responsibilities will encompass a wide range of HR functions, including recruitment, HR administration, advisory support, documentation compliance, and data management. You will be expected to provide guidance to both employees and managers regarding HR policies and procedures, ensuring that all HR-related concerns are addressed effectively. Additionally, you will lead recruitment processes, which involve job postings, screening candidates, conducting interviews, and performing reference checks. Your role will also include assisting with workforce planning to ensure that job descriptions are aligned with the organizational structure. You will prepare timesheets for all employees in your area of responsibility on a bi-monthly basis and provide payroll-related inputs to ensure accurate compensation. Maintaining and administering employee personal files and HR documentation will be a key aspect of your duties, as will processing hiring, transfers, contract extensions, and terminations in compliance with labor laws. You will also prepare annual leave balance summaries for management and coordinate documentation flow with other DRC offices and the Country Office. This position requires a proactive approach to HR operations and a commitment to maintaining data consistency across all HR platforms.

Duties and Responsibilities:
As a Human Resources Officer, your duties and responsibilities will include:
  • Providing HR guidance to employees and managers on policies, procedures, and HR-related concerns.
  • Supporting and leading recruitment processes, including job postings, screening, interviews, and reference checks.
  • Assisting with workforce planning and ensuring job descriptions align with the organizational structure.
  • Preparing timesheets for all employees in the area of responsibility twice per month and providing payroll-related HR inputs.
  • Maintaining and administering employee personal files and HR documentation.
  • Processing hiring, transfers, contract extensions, and terminations in compliance with labor law.
  • Preparing annual leave balance summaries for management and issuing Internal HR Orders.
  • Coordinating archiving with the DRC Country Office and ensuring data consistency of leave records across all HR platforms.
  • Performing the role of HR User in HR Systems, including hiring, termination, and extension of employees’ contracts, checking leave requests and approvals, and managing benefits and compensation. 1
  • Coordinating documentation flow with other DRC offices and the Country Office.

Required Qualifications:
To be considered for the Human Resources Officer position, candidates must possess the following qualifications:
  • A university degree in HR Management and Labor Economics, Law, Documentation and Information Activity, Record Keeping, or a related specialization.
  • Practical experience in HR Administration, including preparing and processing hiring, contract extensions, transfers, and terminations, as well as maintaining employee records and personal files.
  • Strong knowledge of labor law and HR administration practices.
  • Experience with HRIS/ERP systems and HR data management.
  • Experience in administering leave requests and preparing timesheets.
  • Ability to handle confidential information with integrity.
  • Strong attention to detail and the ability to manage multiple priorities effectively.
  • Proficiency in English (B2 level or higher) and fluency in Ukrainian.
  • Proficiency in Microsoft Word, Excel, PowerPoint, and Outlook.

Educational Background:
Candidates applying for the Human Resources Officer position must have a university degree in a relevant field such as HR Management and Labor Economics, Law, Documentation and Information Activity, Record Keeping, or a related specialization. This educational background is essential to ensure that candidates have the foundational knowledge required to navigate the complexities of human resources management and labor laws effectively.

Experience:
The ideal candidate for the Human Resources Officer position should have at least 2 years of work experience in Human Resources management, administration, recruitment, or a related field. This level of experience is crucial for understanding the intricacies of HR operations and effectively supporting the organization's HR functions.

Languages:
For this position, proficiency in English at a B2 level or higher is mandatory, along with fluency in Ukrainian. These language skills are essential for effective communication within the organization and with external stakeholders. Additional language skills may be considered an asset but are not required.

Additional Notes:
The Human Resources Officer position offers a fixed-term contract of 1 year, which is renewable based on performance and funding after the successful completion of a 3-month probation period. The position is classified as Band H, which is a non-managerial designation. The duty station for this role is Mykolaiv, and the expected start date is March 202
