Job Overview:
The Cluster Coordinator position at UNICEF involves ensuring effective coordination mechanisms are established and maintained to achieve cluster functions as outlined by the IASC Reference Module. This role requires collaboration with various stakeholders, including government counterparts, local and international organizations, and affected populations. The Coordinator will lead needs assessments, support strategic response planning, mobilize resources, and advocate for improved sectoral outcomes. The position also entails monitoring and evaluating the humanitarian response, ensuring accountability to affected populations, and strengthening national and local capacities. The Coordinator will play a crucial role in aligning the cluster's response with national priorities and ensuring that the needs of affected populations are met.

Duties and Responsibilities:
  • Cluster Coordination: Establish and maintain coordination mechanisms for effective cluster functions, ensuring alignment with national priorities and facilitating communication among stakeholders.
  • Needs Assessment and Analysis: Lead multi-sectoral needs assessments, analyze data, and create analytical products based on evidence.
  • Strategic Response Planning: Support the development of sectoral response plans aligned with national policies, ensuring all delivery modalities are considered.
  • Resource Mobilization and Advocacy: Coordinate resource mobilization efforts, monitor financial situations, and advocate for improved sectoral outcomes.
  • Implementation and Monitoring: Evaluate and report on the response's coverage, equity, and quality, ensuring adherence to humanitarian principles.
  • Operational Peer Review and Evaluation: Support annual performance monitoring and contribute to sectoral evaluations.
  • Accountability to Affected Populations: Establish feedback mechanisms and ensure inclusive practices in response activities.
  • Strengthen National and Local Capacity: Encourage local participation in decision-making and support capacity-building initiatives.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Engineering, social sciences, environmental sciences, or a relevant field. A minimum of 10 years of professional experience in humanitarian support and coordination, particularly in WASH, is required. Experience in programme management within the UN system or similar organizations is considered an asset. Candidates should demonstrate fluency in English and a strong understanding of humanitarian contexts.

Educational Background:
A Bachelor’s degree in a relevant field such as Engineering, social sciences, or environmental sciences is required. Advanced degrees may be preferred but are not mandatory.

Experience:
The position requires at least 10 years of relevant professional experience in humanitarian support and coordination, with a focus on WASH. Experience in emergency response in international settings is essential, and familiarity with development contexts is advantageous.

Languages:
Fluency in English is mandatory. Knowledge of additional languages may be considered an asset but is not specified as a requirement.
