Job Overview: The position involves developing a comprehensive Gender Mainstreaming Strategy for the Somalia Police Force, aimed at enhancing women's visibility and role in policing. The consultant will facilitate a consultative process to create this strategy, which will include an implementation plan with sector-wide and agency-specific actions, budget requirements, and a monitoring, evaluation, and reporting plan. The consultant will also design a capacity development framework that integrates gender mainstreaming into the police sector's core operations, aligning training requirements with recruitment processes. Additionally, the consultant will identify senior leaders within the Somalia Police Force to champion gender equality initiatives and will produce a simplified version of the strategy in Somali language. This role is critical in addressing the structural and institutional barriers that limit women's participation and leadership in the police force, ensuring that gender considerations are integrated into police reform and training.
Duties and Responsibilities:
Conduct a desk review and prepare an inception report outlining the current state of gender integration in the Somalia Police Force.
Facilitate consultations with security sector stakeholders to gather insights on gender issues and incorporate their inputs into a consolidated report.
Draft the Gender Mainstreaming Strategy, including an Implementation Plan, Capacity Building Plan, and Monitoring, Evaluation, and Reporting Plan.
Validate the drafted strategy with stakeholders and incorporate feedback.
Finalize the Gender Mainstreaming Strategy and its associated plans, ensuring they are comprehensive and actionable.
Produce a simplified Somali-language version of the strategy for broader accessibility.
Compile a final report detailing all work undertaken during the assignment, including annexes as necessary.
Required Qualifications: Candidates must possess a Master’s degree or equivalent in fields such as gender and women studies, security studies, monitoring and evaluation, development studies, social studies, governance, human rights, or related areas. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Candidates should have strong program formulation, implementation, monitoring, and evaluation skills, as well as a solid understanding of Results Based Management and the Women, Peace and Security agenda.
Educational Background: A Master’s degree or equivalent in relevant fields is required. A first-level university degree may be accepted with additional qualifying experience. The educational background should reflect a strong foundation in gender studies, security, or related disciplines that support the role's objectives.
Experience: At least 5 years of relevant experience in program management, strategy design, and planning for gender equality and women's empowerment, particularly in the context of security sector engagement. Candidates should have demonstrated expertise in gender mainstreaming and a strong record of working on the Women, Peace and Security agenda. Experience in conducting research and analysis on gender, development, peace, and security is essential, along with a proven ability to engage with various stakeholders at national and sub-national levels.
Languages: Fluency in English is required, with additional proficiency in French or Spanish considered an asset. Knowledge of any other UN official language is also beneficial, enhancing the candidate's ability to communicate effectively in a diverse environment.
