Job Overview:
The consultant will develop a Female Career Path Policy aimed at enhancing the recruitment, retention, and advancement of female officers within the Somalia Police Force. This role involves assessing current frameworks, engaging stakeholders, identifying challenges, and formulating strategic interventions to create an inclusive career path for women in policing. The consultant will work closely with UN Women and report to the Joint Police Project 2 Programme Specialist, ensuring that the policy is evidence-based and sustainable, ultimately contributing to a more gender-sensitive security sector in Somalia.

Duties and Responsibilities:
  • Conduct a desk review of existing policies and practices affecting female officers’ career advancement within the Somalia Police Force.
  • Facilitate stakeholder consultations to gather insights and recommendations for creating an inclusive career path for women in policing.
  • Analyze structural, cultural, and operational factors impacting the retention and progression of female officers.
  • Develop actionable strategies to integrate gender-sensitive career development into police policies and practices.
  • Draft and validate the Female Career Path Policy through stakeholder consultations.
  • Produce a simplified Somali-language version of the policy.
  • Prepare a final report detailing all work undertaken during the assignment, including annexes as necessary.

Required Qualifications:
  • Master’s degree or equivalent in gender and women studies, security studies, M&E, Development Studies, Social Studies, Governance, Human Rights, or a related field.
  • A first-level university degree with two additional years of qualifying experience may be accepted in lieu of an advanced degree.
  • Proven expertise in program management, strategy design, and planning for gender equality and women empowerment.
  • Technical expertise in the Women, Peace and Security agenda.
  • Strong record in gender mainstreaming, security sector reform, and women's empowerment.
  • Demonstrated experience in research and analysis on gender, development, peace, and security, with publications to support this.
  • Excellent written and oral communication skills in English.

Educational Background:
A Master’s degree or equivalent in relevant fields such as gender studies, security studies, or human rights is required. A first-level university degree combined with additional qualifying experience may be accepted as an alternative to the advanced degree.

Experience:
At least 5 years of relevant experience in program management, strategy design, and planning for gender equality and women empowerment, particularly in the context of security sector engagement. Experience working on the Women, Peace and Security agenda is essential, along with a strong record in gender mainstreaming and security sector reform.

Languages:
Fluency in English is mandatory. Fluency in Somali is desirable, and knowledge of another official UN language is also considered an asset.

Additional Notes:
The consultant will be based in Mogadishu and will be required to travel frequently to the five Federal Member States for consultations and validation workshops. The position involves a contract with specific deliverables and payment schedules tied to the completion of tasks. The consultant is expected to adhere to UN Women’s policies and procedures, including a zero-tolerance policy on misconduct.
