Job Overview: The consultant will be responsible for developing a comprehensive Gender Mainstreaming Strategy for the Somalia Police Force, aimed at enhancing women's visibility and role in policing. This position requires facilitating a consultative process that involves various stakeholders to ensure the strategy addresses structural and institutional barriers to women's participation in the police force. The consultant will work closely with the Joint Police Programme II Programme Specialist and the UN Women team, providing administrative and technical support. The role is crucial in promoting gender-responsive policing aligned with the New Policing Model and Women, Peace and Security commitments, ensuring that women's representation translates into effective security sector development.
Duties and Responsibilities:
Facilitate a consultative process to develop a comprehensive Gender Mainstreaming Strategy for the Somalia Police Force at both Federal and State levels.
Develop an implementation plan for the strategy, including sector-wide and agency-specific actions, budget requirements, and a monitoring, evaluation, and reporting plan.
Design a capacity development framework that integrates gender mainstreaming into the sector’s core operations, aligning training requirements with sectoral training programs and agency recruitment processes.
Identify senior leaders within the Somalia Police Force to champion gender equality initiatives.
Create a simplified version of the Gender Mainstreaming Strategies in the Somali language.
Conduct a desk review and prepare an inception report.
Summarize consultations with security sector stakeholders, highlighting gender issues.
Draft and validate the Gender Mainstreaming Strategy, including the Implementation Plan and Monitoring, Evaluation, and Reporting Plan.
Produce a final report detailing all work undertaken during the assignment.
Required Qualifications:
Master’s degree or equivalent in gender and women studies, security studies, M&E, Development Studies, Social Studies, Governance, Human Rights, or a related field.
A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Proven expertise in program management, strategy design, and planning for gender equality and women empowerment, particularly in security sector engagement.
Educational Background: Candidates must possess a Master’s degree or equivalent in relevant fields such as gender studies, security studies, or human rights. A first-level university degree with additional qualifying experience may also be considered. A project management certification is beneficial but not mandatory.
Experience: At least 5 years of relevant experience in program management, strategy design, and planning for gender equality and women's empowerment. Candidates should have technical expertise in the Women, Peace and Security agenda and a strong record in gender mainstreaming and women's empowerment. Experience in research and analysis related to gender, development, peace, and security is essential, along with established working relationships with various stakeholders in the security sector and women's rights organizations.
Languages: Fluency in English is required. Knowledge of any other UN official language is an asset, while fluency in Somali is desirable.
Additional Notes: The position is a consultancy role with specific deliverables and payment schedules tied to the completion of tasks. The consultant will be expected to adhere to UN Women’s policies and procedures, including a zero-tolerance policy on misconduct.
