Consultant to support in the review, update, and implementation of the Jordan Response Plan

Job Overview:
The position of Consultant involves supporting the review, update, and implementation of the Jordan Response Plan and related strategic frameworks. This role is crucial in ensuring that the response plan is aligned with the current needs and challenges faced in Jordan, particularly in the context of humanitarian response and development. The consultant will be expected to analyze existing frameworks, gather relevant data, and engage with stakeholders to ensure that the updated plan is comprehensive and effective. The assignment is set for a period of six months, during which the consultant will work closely with UNDP and other partners to facilitate the necessary updates and implementations. The consultant will also be responsible for providing recommendations based on best practices and lessons learned from previous implementations.

Duties and Responsibilities:
The consultant will be tasked with several key responsibilities, including but not limited to: conducting a thorough review of the existing Jordan Response Plan, identifying gaps and areas for improvement, and proposing updates to enhance its effectiveness. The consultant will also engage with various stakeholders, including government agencies, NGOs, and community representatives, to gather insights and feedback on the current plan. Additionally, the consultant will be responsible for drafting reports and documentation that outline the findings and recommendations from the review process. The consultant may also be required to facilitate workshops or meetings to discuss the updates with stakeholders and ensure their buy-in. Furthermore, the consultant will monitor the implementation of the updated plan and provide ongoing support to ensure its success.

Required Qualifications:
Candidates for this position should possess a strong background in project management, particularly in the context of humanitarian response and development. A deep understanding of the socio-political landscape in Jordan and experience working with UN agencies or similar organizations is highly desirable. The consultant should also have excellent analytical skills, with the ability to synthesize complex information and present it clearly. Strong communication and interpersonal skills are essential, as the consultant will be required to engage with a diverse range of stakeholders. Additionally, proficiency in using data analysis tools and software will be beneficial for this role.

Educational Background:
A minimum of a master's degree in a relevant field such as international relations, public policy, social sciences, or a related discipline is required for this position. Candidates with additional certifications or training in project management or humanitarian response will be given preference. A strong academic background that demonstrates a commitment to understanding development issues and the ability to apply theoretical knowledge to practical situations is essential.

Experience:
The ideal candidate should have at least 5 years of professional experience in project management, with a focus on humanitarian response or development initiatives. Experience working in Jordan or the broader Middle East region is highly advantageous. Candidates should also have a proven track record of successfully managing complex projects, including experience in stakeholder engagement and collaboration with government and non-governmental organizations. Previous experience with UNDP or similar international organizations will be considered a strong asset.

Languages:
Fluency in English is mandatory for this position, as all documentation and communication will be conducted in English. Proficiency in Arabic is highly desirable, given the local context and the need to engage with stakeholders in their native language. Knowledge of additional languages may be considered an asset, particularly if they are relevant to the local population or the specific communities involved in the Jordan Response Plan.

Additional Notes:
This position is offered as an individual contractor role for a duration of six months. The consultant will be expected to work full-time during this period, with flexibility in terms of location within Jordan. The role may involve travel within the country to meet with stakeholders and conduct field assessments. Compensation will be commensurate with experience and qualifications, and the consultant will be required to submit proposals directly through the UNDP supplier portal.
