This report will detail the implementation of activities outlined in the Program for Suppression of Informal Economy for the period of 2024-202
The consultant will be expected to provide expert analysis and recommendations based on the findings from the previous year’s activities, ensuring that the report is comprehensive and aligns with national and international standards. The consultant will work closely with various stakeholders, including government officials and other relevant parties, to gather necessary data and insights that will inform the report. This position requires a deep understanding of the informal economy and its implications for national development, as well as the ability to communicate effectively with diverse audiences.
Duties and Responsibilities: The duties and responsibilities of the National Consultant for Informal Economy include:
Conducting a thorough analysis of the informal economy in Montenegro, including its size, characteristics, and impact on the formal economy.
Collaborating with the Ministry of Finance to gather data and insights necessary for the annual report.
Preparing a draft of the annual report that outlines the progress made in suppressing the informal economy, including successes, challenges, and recommendations for future actions.
Engaging with stakeholders to validate findings and gather additional input for the report.
Presenting the findings and recommendations to the Ministry of Finance and other relevant stakeholders.
Ensuring that the report adheres to UNDP standards and guidelines.
Providing ongoing support and consultation to the Ministry of Finance throughout the assignment period.
Required Qualifications: The required qualifications for this position include:
A strong background in economics, public policy, or a related field, with a focus on the informal economy.
Proven experience in conducting research and analysis related to economic development, particularly in the context of informal sectors.
Familiarity with UNDP’s policies and procedures, as well as knowledge of Montenegro’s economic landscape.
Excellent analytical and writing skills, with the ability to produce high-quality reports.
Strong communication and interpersonal skills, with the ability to work collaboratively with government officials and other stakeholders.
Educational Background: Candidates should possess at least a Master’s degree in economics, public policy, social sciences, or a related field. A PhD in a relevant discipline would be an advantage. Additionally, candidates should have formal training or certifications related to economic analysis or development studies.
Experience: The position requires a minimum of 5 years of relevant professional experience in economic analysis, policy development, or a related field. Experience working with government agencies or international organizations, particularly in the context of informal economy issues, is highly desirable. Candidates should demonstrate a track record of successfully managing similar assignments and delivering high-quality outputs within tight deadlines.
Languages: Fluency in both English and Montenegrin is mandatory for this position. Knowledge of additional languages, particularly those spoken in the Balkans, would be considered an asset and could enhance communication with local stakeholders.
Additional Notes: This consultancy position is expected to last from 15 February 2026 to 31 March 2026, encompassing a total of 15 consultancy days. The consultant will be engaged on an individual contractor basis, and the work is expected to be conducted remotely, with potential in-person meetings as required. The position is part-time, and the consultant will be compensated based on the agreed terms outlined in the contract.
