Job Overview: The Director·rice Pays will be responsible for establishing a reliable and relevant delegation system, including appropriate control mechanisms. This role involves managing the preparation, updating, and implementation of a country strategy that is tailored to the local context and aligned with the vision and mission of Action contre la Faim. The Director·rice will oversee the definition of programs and projects to ensure effective and efficient design, implementation, and evaluation. Additionally, the position requires developing and enhancing relationships between the mission and various stakeholders, including donors, civil society, the private sector, government agencies, and other organizations, recognizing diversity as an asset in the humanitarian community to maximize the impact on malnutrition and its prevention. The Director·rice will also pilot the preparation and regular updating of the security plan in accordance with ACF standards and procedures, supervise human resource management and development within the mission, and ensure a shared vision among all staff regarding ACF's values and program objectives. Furthermore, the role includes overseeing the appropriate mobilization, utilization, and management of financial and logistical resources in line with ACF policies and donor requirements, while maintaining good working relationships with headquarters by responding to information requests and seeking expertise to optimize the implementation of the country strategy.
Duties and Responsibilities:
Manage the preparation, updating, and implementation of a country strategy that aligns with ACF's vision and mission.
Oversee the definition and effective execution of ACF programs and projects within the mission.
Develop and strengthen relationships with donors, civil society, the private sector, government agencies, and other organizations.
Pilot the preparation and regular updates of the security plan in accordance with ACF standards.
Supervise the management and development of human resources within the mission, including direct management of approximately 10 staff and 200 at the country office.
Create a shared vision among all staff regarding ACF's values and program objectives.
Ensure the appropriate mobilization and management of financial and logistical resources in compliance with ACF policies and donor requirements.
Maintain effective communication and collaboration with headquarters, responding to information requests and seeking expertise as needed.
Required Qualifications: Candidates must hold a Master's degree (Bac+5) and possess at least 6 years of experience in roles such as Field Coordinator, Deputy Country Director, or Country Director within international NGOs. Previous experience in the Central African Republic and/or with Action contre la Faim will be considered an asset. Candidates should have experience in emergency response and medium/long-term projects, representation and negotiations with authorities, donors, and partners, strategic planning, as well as security management and access negotiations. A strong understanding of project definition and management is essential.
Educational Background: A Master's degree (Bac+5) is required for this position, indicating a high level of education and expertise in relevant fields such as international development, humanitarian assistance, or related disciplines.
Experience: The position requires a minimum of 6 years of relevant experience in international NGOs, specifically in roles such as Field Coordinator, Deputy Country Director, or Country Director. Experience in emergency response and medium to long-term project management is crucial, along with a proven track record in representation and negotiation with various stakeholders.
Languages: Fluency in English, both spoken and written, is mandatory for this position. Proficiency in additional languages may be considered an advantage, particularly in the context of the Central African Republic.

The gross monthly salary ranges from €3572 to €4128, depending on experience, and includes a 13th month payment. Non-French citizens will receive a retirement insurance reimbursement of 16% of their gross monthly salary. There is a 6% increase in base salary every 12 months of continuous contract. Monthly per diem and living expenses amount to €746 net, paid on the ground, along with a monthly context allowance of €15
An annual child allowance of €1500 per child is provided, with a cap of €6000 per year. Transportation and accommodation are covered, with individual apartment arrangements. Medical coverage includes 100% reimbursement of health insurance contributions and medical expenses, extending up to one month after contract termination. Salary maintenance provisions are in place for illness, maternity, and paternity. Employees are entitled to 25 days of annual leave and 20 rest and recuperation days, with travel expenses covered for breaks. Continuous professional development and access to an e-learning platform are also provided. Field travel locations include Bossangoa, Bouar, and Ngaoundaie.
