Job Posting Organization:
The Aviation security" style="border-bottom: 1px dotted #007bff !important;">Security Policy (ASP) Section is part of the Aviation Security and Facilitation (ASF) within the Air Transport Bureau (ATB). This section is dedicated to developing policies related to the security of the international air transport system. It is responsible for updating critical documents such as Annex 17 – Aviation Security and various aviation security manuals. The ASP Section also collaborates with other United Nations agencies and international bodies to foster cooperation on security matters. The organization is involved in managing the ICAO Aviation Security Applications Platform (ASeAP) and the Aviation Security Audit Programme – Continuous Monitoring Approach (USAP-CMA).

Job Overview:
The consultant will play a crucial role in assisting the ASP and ASA sections in defining needs, responding to requests, and aiding development teams in migrating existing applications to a new common platform. This position is part of a larger initiative to create a comprehensive data management framework for SARPs and relevant ICAO documents. The incumbent will oversee the migration process and the development of new applications tailored to meet the needs of member states. Familiarity with Azure and serverless architecture is essential, as the consultant will be responsible for managing and monitoring complex cloud applications. The role requires strong project management skills, programming expertise, and the ability to work within a complex organizational structure.

Duties and Responsibilities:
The consultant will be responsible for developing and managing project plans, schedules, and implementations. Key duties include identifying project risks, developing risk management plans, determining feasibility options for various projects, coordinating activities across sections, and monitoring project progress. The consultant will also facilitate project meetings, maintain documentation, analyze current applications, collaborate on platform development, define test plans, conduct systems testing, and provide technical support and training to end-users. Additional responsibilities include maintaining project issue reporting websites, enhancing functionalities of ICAO systems, performing unit and integration testing, and liaising with business analysts and development teams to clarify business requirements.

Required Qualifications:
Candidates must possess an advanced level university degree (Master’s degree or equivalent) in project management, computer science, or a related field. Essential qualifications include a minimum of 5 years of experience in IT project management, functional or technical experience in Microsoft .NET development, and familiarity with a range of web technologies. Strong interpersonal skills, the ability to coordinate with others, and effective communication skills are also required. Candidates should be highly organized, capable of troubleshooting complex issues, and adaptable to changing environments.

Educational Background:
An advanced level university degree (Master’s degree or academic equivalent) in project management, computer science, or a related field is required for this position. This educational background is essential to ensure that the consultant has the necessary theoretical knowledge and practical skills to manage complex IT projects effectively.

Experience:
The position requires a minimum of 5 years of professional experience in IT project management. Candidates should have functional and/or technical experience in areas such as Microsoft .NET Core development, web technologies, and systems integration. Experience in Agile development methodologies and quality assurance is desirable, as well as familiarity with aviation security and related technologies.

Languages:
Fluent reading, writing, and speaking abilities in English are essential for this position. A working knowledge of a second language of the Organization, such as Arabic, Chinese, French, Russian, or Spanish, is considered desirable and may enhance the candidate's suitability for the role.

Additional Notes:
This consultancy position is for a medium-term duration of 11 months. The monthly compensation for this role falls within the Band C range, varying from CAD $7,562 to CAD $10,91
