Job Overview: The director" style="border-bottom: 1px dotted #007bff !important;">Deputy Director, Environment and Cleaner Energy (DD/ECE) plays a crucial role in leading the Secretariat's work in aviation environmental protection and energy transition. This position is responsible for the strategic development, coordination, and implementation of ICAO's policies and programs related to environmental issues in aviation, including aircraft noise, engine emissions, local air quality, climate change, and cleaner aviation energy. The DD/ECE serves as the focal point for environmental matters within ICAO, providing support and advice to senior management and ensuring coordination across the organization and with other international bodies. The incumbent will also oversee the design and delivery of ICAO's Assistance, Capacity-building, and Training (ACT) Programs, which include initiatives like ACT-CORSIA, ACT-SAF, and ACT-LTAG.
Duties and Responsibilities: The DD/ECE will lead, supervise, and manage the work and staff of the ECE branch, ensuring effective direction and guidance. Responsibilities include formulating and supervising the implementation of the ICAO Business Plan and Operating Plan, managing performance, coordinating sections for synergy, and communicating decisions. The incumbent will develop and execute strategies related to the Environment Strategic Goal, oversee the preparation of working papers for relevant committees, and serve as Secretary to the Climate and Environment Committee. The role also involves providing expert advice on environmental policy issues, leading the implementation of the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA), and directing the development of Sustainable Aviation Fuels (SAF) and other cleaner energy sources. The DD/ECE will support the Bureau Director in planning and managing activities, represent ICAO at international meetings, and perform other related duties as assigned.
Required Qualifications: Candidates must possess an advanced level university degree (Master's degree or equivalent) in an environmental and/or aviation-related field, including scientific, technical, financial, management, or administration disciplines. A minimum of fifteen years of progressively responsible experience is required, with at least ten years in leadership or management of aviation environmental protection and cleaner energy programs. Candidates should have experience in managing related programs in a multinational environment, developing and implementing environmental standards, and conducting negotiations at the international level. Experience with ICAO and UN projects, corporate performance management, and public speaking is desirable.
Educational Background: An advanced level university degree (Master's degree or academic equivalent) in an environmental and/or aviation-related field is required. This includes disciplines such as scientific, technical, financial, management, or administration. The educational background should provide a strong foundation for understanding the complexities of aviation environmental protection and cleaner energy initiatives.
Experience: Candidates must have a minimum of fifteen years of progressively responsible experience, with at least ten years in leadership or management roles related to aviation environmental protection and cleaner energy programs. This includes experience in managing such programs in a multinational context, developing and implementing relevant standards, and conducting international negotiations. Experience at the senior managerial level in either public or private sector organizations is also required, along with a proven track record in leading international meetings and projects.
Languages: English is required for this position, with a minimum proficiency level of UN Level III in reading, writing, listening, and speaking. Additionally, proficiency in either Spanish, French, Arabic, Chinese (Mandarin), or Russian is desirable, with a minimum proficiency level of UN Level I in these languages. This multilingual requirement reflects the international nature of the organization and the need for effective communication across diverse stakeholders.
Additional Notes: The position is a fixed-term non-career appointment for a period of four years, with the first year being probationary for external candidates. The maximum duration for which a staff member at the D-1 level can serve is eight years. The role offers an attractive remuneration package, including a tax-free annual net base salary of US $158,141, which consists of a net base salary of US $116,095 plus a post adjustment of US $42,04
