Job Overview:
The Gender Issues Programme Expert position is a seconded role within the OSCE Secretariat, specifically focusing on the integration of gender perspectives into OSCE programs, projects, and activities. This position corresponds to a P3-level role in the UN common system and is open only for secondment. The selected candidate will work under the supervision of the Senior Adviser on Gender Issues, providing programmatic expertise and follow-up in the thematic area of gender mainstreaming, particularly in economic and environmental security. The role requires collaboration with various departments within the OSCE Secretariat, Institutions, and field operations to ensure a consistent and systematic approach to gender integration. The successful candidate will be responsible for drafting reports, proposals, and briefings related to gender equality, advising on project design and implementation, and representing the Senior Adviser in meetings and conferences. This position is critical for advancing the OSCE's commitments to gender equality and ensuring that gender perspectives are incorporated into comprehensive security initiatives.

Duties and Responsibilities:
The selected candidate will be responsible for a variety of tasks, including:
  • Providing knowledge and expertise to OSCE departments and field operations on integrating gender perspectives into programs and projects, particularly in economic and environmental security.
  • Offering technical expertise on gender mainstreaming issues to senior management and liaising with the Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA).
  • Drafting briefings, proposals, and reports, including inputs for the OSCE Annual Progress Report on gender equality.
  • Preparing talking points and speeches for the Senior Adviser on Gender Issues, focusing on gender in economic and environmental contexts.
  • Advising on project design and implementation to promote gender inclusion in comprehensive security initiatives.
  • Monitoring the implementation of gender-related projects within the framework of OSCE standards and the 2004 Action Plan for the Promotion of Gender Equality.
  • Performing other related duties as assigned by the Senior Adviser.

Required Qualifications:
Candidates must possess a second-level university degree in gender studies, international relations, political sciences, economics, environmental sciences, or a related field. Alternatively, a first-level university degree combined with two additional years of relevant experience will be accepted. A minimum of five years of professional experience in gender issues, human rights, or economic and environmental issues is required, with seven years of experience necessary for those holding a first-level degree. Candidates should have solid experience in program management within bi- or multi-lateral development organizations, including field operations, and a strong knowledge of international texts and conventions related to gender equality, particularly the Women, Peace and Security Agenda.

Educational Background:
The educational background required for this position includes a second-level university degree (Master's degree) in relevant fields such as gender studies, international relations, political sciences, economics, or environmental sciences. A first-level university degree in these fields, combined with two additional years of relevant experience, is also acceptable in lieu of the second-level degree.

Experience:
Candidates should have a minimum of five years of professional experience in gender issues, human rights, or economic and environmental issues. Those with a first-level university degree must have at least seven years of relevant experience. Experience in program management within bi- or multi-lateral development organizations, particularly in field operations, is essential.

Languages:
Professional fluency in English is mandatory, with excellent communication skills in both oral and written forms. Knowledge of other OSCE working languages, especially Russian, is considered an asset. Candidates should demonstrate gender awareness and sensitivity, with the ability to integrate a gender perspective into tasks and activities.
