Job Overview:
The Lead Compliance Review Officer position is situated within the Office of the Compliance Review Panel (OCRP) at ADB. This role is pivotal in supporting the Compliance Review Panel (CRP), which is integral to ADB's Accountability Mechanism. The CRP serves as an impartial fact-finding body that allows project-affected individuals to voice their concerns and holds ADB accountable to its environmental and social safeguard policies. The Lead Compliance Review Officer will lead various elements within the CRP's three workstreams: compliance-focused casework, outreach and engagement, and knowledge management. The officer will conduct in-depth research, provide technical expertise, and support operational processes related to compliance reviews. This position requires strong leadership, technical capabilities in environmental or social areas, and exceptional stakeholder engagement skills, as the officer will interact with a diverse range of stakeholders, including Board members, senior management, and civil society organizations. The candidate must demonstrate the ability to work independently while also being a collaborative team member, adept at multitasking and prioritizing deliverables based on competing needs.

Duties and Responsibilities:
The Lead Compliance Review Officer will have a comprehensive set of responsibilities, including:
  • Complaints Management: Leading the management and reporting of non-complex complaints, supporting the Lead Panel Member for complex cases, consulting with complainants, conducting in-depth research, and drafting compliance review reports.
  • Knowledge Management: Drafting publications and knowledge products, compiling case studies, and managing the publication process for lessons learned reports and awareness-raising materials.
  • Outreach Activities: Managing the outreach portfolio, preparing an annual calendar of outreach events, liaising with stakeholders, and organizing workshops and seminars.
  • Assessments: Serving as the technical lead in assessing complaints, providing comparative analysis of national and ADB policies, and ensuring security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">information security during assessments.
  • Policy Review: Contributing to the formulation and updates of the Accountability Mechanism policy and processes.
  • General: Participating in meetings, preparing summaries, supporting the Chair and Panel Members, and representing OCRP at relevant events.

Required Qualifications:
Candidates must possess a Master's degree or equivalent in Environmental Sciences, Social Sciences, Political Science, Economics, International Development, Law, or related fields. Alternatively, a Bachelor's degree with at least 5 years of specialized experience relevant to the position may be considered. Additionally, candidates should have at least 12 years of relevant professional experience, including a minimum of 7 years in a supervisory role. Familiarity with ADB and Multilateral Development Bank Accountability policies and procedures is advantageous. Strong information gathering, analytical, and communication skills are essential, along with the ability to manage complex stakeholder relations and work collaboratively in diverse teams.

Educational Background:
The educational background required for this position includes a Master's degree in relevant fields such as Environmental Sciences, Social Sciences, Political Science, Economics, International Development, Law, or related disciplines. A Bachelor's degree may be acceptable if accompanied by significant specialized experience. The emphasis is on advanced knowledge and understanding of environmental and social safeguard policies, as well as the ability to conduct thorough research and analysis.

Experience:
The position requires a substantial level of experience, specifically at least 12 years of relevant professional experience. This includes a minimum of 7 years in supervisory roles, demonstrating a strong understanding of compliance review processes and stakeholder engagement. Experience in working with accountability mechanisms and familiarity with the operational frameworks of multilateral development banks will be beneficial.

Languages:
Excellent oral and written communication skills in English are mandatory for this position. The ability to prepare, present, and defend complex issues and findings at senior levels is crucial. While English is the primary language required, proficiency in additional languages may be considered an asset, particularly those relevant to ADB's member countries.

This position is a fixed-term appointment for an initial period of 3 years, with the possibility of extension for up to 2 years or conversion to a regular appointment based on performance and organizational needs.
