Job Overview:
The Human Resource Analyst position is situated within the Reward, HR and Health Services Division (BPRS) of the Budget, People, and Management Systems Department (BPMSD) at ADB's headquarters in Manila, Philippines. The role is crucial for providing technical and operational support to ensure the delivery of efficient and high-quality HR services. The analyst will be responsible for various HR processes including onboarding, off-boarding, transfers, and other staff-related procedures. This position requires a proactive approach to managing HR functions and a commitment to improving service delivery through business process enhancements. The analyst will also be involved in preparing presentation materials and drafting correspondence related to HR health and services, thereby playing a significant role in the overall HR operations of the organization.

Duties and Responsibilities:
The Human Resource Analyst will undertake a variety of duties and responsibilities, including but not limited to: coordinating onboarding arrangements for both international and local staff, which involves relocation support, conducting reporting-day briefings, and ensuring the completion of new-hire documentation. The analyst will also manage the offboarding process, which includes coordinating resettlement details, monitoring exit clearances, and calculating ending employment payments. Additionally, the role encompasses administering the relocation of staff to and from field offices, overseeing the probationary performance review process, and managing special leave without pay. The analyst will support business process improvement initiatives by participating in defining business process requirements, conducting user-acceptance testing, and monitoring assigned systems for necessary fixes and enhancements. Furthermore, the analyst will prepare presentation materials and draft standard and non-standard correspondence as required.

Required Qualifications:
Candidates for the Human Resource Analyst position must possess a Bachelor's degree in Psychology, Management, Business Administration, or a related field. A minimum of 5 years of relevant professional experience in human resource administration and management is required. Candidates should have exposure to benefits, insurance, and health services. Excellent written and verbal communication skills in English are mandatory, along with the ability to work independently on assigned tasks and effectively address client concerns. The ability to maintain confidentiality is also essential for this role.
