Job Overview: The Migration Health Liaison Officer will work under the supervision of the Chief of Mission and the Chief Migration Health Officer, coordinating activities between IOM and national health authorities, particularly the Department of Health in the Philippines. The role emphasizes facilitating communication and collaboration among various stakeholders, including UN agencies and private sector partners, to enhance migration health initiatives. The officer will be responsible for monitoring national health policies and trends, ensuring that IOM's health activities align with national frameworks, and contributing to advocacy efforts related to migration health. This position requires a proactive approach to information exchange and coordination, as well as the ability to engage effectively with diverse partners in the health sector.
Duties and Responsibilities:
Liaise with national health authorities, particularly the Department of Health, to facilitate communication and coordination of migration health activities.
Attend national health coordination platforms and inter-agency meetings, taking notes and compiling summaries to share with the IOM Mission.
Collect and monitor information on national health data, policies, and trends relevant to IOM's health activities.
Draft administrative and coordination inputs for migration health-related documents under the guidance of the Migration coordinator" style="border-bottom: 1px dotted #007bff !important;">Health Coordinator.
Support the implementation of IOM activities in health and emergencies by facilitating information flow and following up on agreed actions.
Provide coordination support to national health networks, including organizing meetings and documenting discussions.
Assist in the organization of capacity-building initiatives for health partners, including training and conferences.
Provide administrative assistance to the Chief Migration Health Officer regarding the Philippines Migration Health Network Strategy 2023-202
Identify opportunities for collaboration with national initiatives and relay relevant information to the Migration Health Unit. 1
Maintain effective working relationships with partners, donors, and stakeholders to facilitate coordination and information sharing. 1
Perform other duties as assigned.
Required Qualifications:
Master’s degree in Public Health from an accredited institution or a Bachelor’s degree in a related field with at least two years of relevant professional experience.
Attendance or completion of relevant courses on Global Migration, Migration and Health is an advantage.
Proven ability to liaise and coordinate with government health authorities, UN agencies, and partners on migration health matters.
Strong organizational skills with the ability to document and manage information effectively.
Educational Background: Candidates must possess a Master’s degree in Public Health from an accredited academic institution. Alternatively, a Bachelor’s degree in a related field is acceptable if accompanied by a minimum of two years of relevant professional experience. Accreditation of universities must be verified through the UNESCO World Higher Education Database. Additional training or coursework in Global Migration and Migration Health is considered an asset.
Experience: Candidates should have experience in coordination, liaison, or administrative functions related to migration health or development programs. Experience working with the Department of Health or other line ministries, UN agencies, and relevant partners is essential. Familiarity with drafting meeting summaries or coordination-related documents is also required, demonstrating the ability to communicate effectively in a professional context.
Languages: Fluency in English and Filipino is mandatory, both oral and written. Proficiency in IOM's official languages, which include French and Spanish, is considered a plus. Language skills will be evaluated during the selection process, which may include written and/or oral assessments to ensure candidates meet the necessary communication standards.
Additional Notes: The position is subject to funding confirmation, and the selection process may be used to fill similar positions in various duty stations. Recommended candidates will remain eligible for appointment in similar roles for a period of 24 months. National Professional Officers must be nationals of the country of employment and are expected to perform at a professional level, adhering to the same recruitment qualifications and performance standards as International Professional staff. Appointment is contingent upon medical fitness certification, residency verification, and necessary government authorizations.
