Job Overview:
The Monitoring and Evaluation Specialist will play a crucial role in the Joint Programme (JP) on Food Systems Transformation and Nutrition Improvement in Timor-Leste. This initiative focuses on enhancing agricultural productivity, strengthening food markets, and improving nutritional practices among vulnerable populations, particularly pregnant and lactating women and children aged 0-23 months. The Specialist will lead the development and implementation of a comprehensive monitoring and evaluation (M&E) framework to ensure the effectiveness and sustainability of the programme. This role involves close collaboration with various stakeholders, including government institutions and other UN agencies, to support adaptive management and evidence-based decision-making. The Specialist will also contribute to strategic communication efforts and partnership facilitation to enhance the visibility and impact of the JP.

Duties and Responsibilities:
The Monitoring and Evaluation Specialist will be responsible for developing and refining indicators aligned with the JP’s Theory of Change, integrating M&E frameworks into national policies, and monitoring the implementation of planned activities. They will facilitate learning lessons from implementation, oversee studies and evaluations, and contribute to joint meetings and workshops. Additionally, the Specialist will collaborate with communication focal points to develop a communication plan, produce high-quality materials, and engage stakeholders through various platforms. They will also support the identification and mapping of key stakeholders, organize partnership platform meetings, and ensure timely and accurate measurements of food and nutrition security" style="border-bottom: 1px dotted #007bff !important;">security. The Specialist will provide technical support for programme performance monitoring, coordinate with partners, and participate in inter-agency meetings to harmonize strategies with broader UN objectives.

Required Qualifications:
Candidates must possess strong analytical skills, experience in monitoring and evaluation, and the ability to work collaboratively with diverse stakeholders. They should have a solid understanding of food systems, nutrition, and public health, as well as experience in developing M&E frameworks and tools. Strong communication skills, both written and verbal, are essential, along with the ability to produce high-quality reports and materials. Familiarity with the socio-economic context of Timor-Leste and experience working in international development settings are highly desirable.

Educational Background:
A relevant degree in social sciences, public health, nutrition, or a related field is required. Advanced degrees or specialized training in monitoring and evaluation, public health, or nutrition will be considered an asset.

Experience:
Candidates should have a minimum of 5 years of professional experience in monitoring and evaluation, preferably in the context of food security and nutrition programmes. Experience working with UN agencies or international organizations is highly desirable, as is familiarity with the challenges and opportunities in Timor-Leste.

Languages:
Fluency in English is mandatory, and knowledge of Tetum or Portuguese is considered an asset. Proficiency in additional languages relevant to the region may also be beneficial.
