Job Overview:
The Logistic NSD/Capacity Building Regional Expert will play a crucial role in enhancing the logistics capacity of the Syrian Arab Red Crescent (SARC), Lebanese Red Cross (LRC), and Palestinian Red Crescent Society (PRCS). This position requires a deep understanding of the complex logistics environment in the Middle East, particularly in Lebanon, Syria, and the Occupied Palestinian Territories, where political and humanitarian crises have severely impacted supply chains. The expert will be responsible for providing technical support to these national societies in developing and operationalizing their logistics systems, ensuring that they can effectively respond to the needs of affected populations. The role involves working closely with the Heads of Delegation (HoDs) in Lebanon and Syria, as well as the HoD in the Occupied Palestinian Territories, to align logistics strategies with the overall objectives of the Red Cross Red Crescent Movement. The expert will also be tasked with building strategic partnerships with other humanitarian organizations and logistics clusters to enhance operational effectiveness.

Duties and Responsibilities:
The Logistic NSD/Capacity Building Regional Expert will have a wide range of responsibilities, including:
  • Supporting the national societies (LRC, SARC, PRCS) in developing and implementing their logistics systems and procedures tailored to their specific needs.
  • Collaborating with HoDs to strengthen national society development (NSD) approaches and positioning of the French Red Cross in the region.
  • Capitalizing on previous experiences to define the value proposition of the French Red Cross in logistics.
  • Providing technical support upon request from the national societies, ensuring alignment with their strategic plans.
  • Conducting regular field assessments to identify current capacities and gaps in logistics operations.
  • Participating in the training and capacity-building of logistics personnel within the national societies.
  • Engaging with various stakeholders, including local authorities and partners, to facilitate logistics operations.
  • Ensuring adherence to humanitarian principles and cultural sensitivity in all interactions.
  • Reporting periodically to the NSD department at HQ level to ensure alignment with regional and international strategies.

Required Qualifications:
Candidates must possess a Master's degree in logistics, supply chain management, or a related field. Additionally, they should have relevant training in logistics, such as Bioforce training or a bachelor's degree in logistics. A minimum of 5 years of experience in a field logistics position is required, with a strong background in supporting local actors in logistics development. Candidates should also have prior experience in supply chain management and a proven track record of working with the Red Cross Red Crescent Movement. Experience in emergency humanitarian contexts is essential, with a minimum of 3 years in such environments. Candidates must demonstrate high flexibility, adaptability to different cultures, and strong partnership competencies.

Educational Background:
The position requires a Master's degree in logistics, supply chain management, or a related field. Relevant training in logistics, such as Bioforce training or a bachelor's degree in logistics, is also acceptable. Candidates should have a solid understanding of logistics principles and practices, particularly in humanitarian contexts.

Experience:
The ideal candidate should have at least 5 years of experience in a field logistics position, with a strong emphasis on supporting local actors in logistics development. Previous experience in supply chain management and working with the Red Cross Red Crescent Movement is mandatory. Candidates should also have a minimum of 3 years of experience in emergency humanitarian contexts, demonstrating the ability to operate effectively under pressure and in challenging environments.

Languages:
Fluency in English, both spoken and written, is required for this position. Proficiency in Arabic is considered an advantage, while knowledge of French is also an asset. The ability to communicate effectively in these languages is crucial for collaboration with local partners and stakeholders.

Additional Notes:
This position is classified as expatriate status with a fixed-term contract under French law. The contract duration is 12 months, with the possibility of renewal. The expert will be required to travel frequently within the region, with up to 50% of their time spent in the field. The position offers a daily per diem that varies according to the country, and employees are entitled to 10 to 15 days of leave every 6 months. Health coverage is provided, including CFE and Mutuelle MSH, with MedEvac/repatriation insurance included.
