Job Overview:
The Legal Consultant will be integral to the execution of Urban Development Interventions aimed at promoting investments, smart applications, and enhancing the livability of Dahab City. This role is funded by the Islamic Development Bank and executed in partnership with the Ministry of Local Development (MOLD). The consultant's primary responsibility is to provide legal support, ensuring compliance with local and regional legislation while contributing to the project's objectives sustainably and legally. The consultant will engage in various tasks, including reviewing laws related to urban and environmental development, such as building codes and urban planning, and providing recommendations for updating laws to align with project goals. The consultant will also establish legal mechanisms to enhance transparency in local resource management and project management, train local personnel, and improve the capabilities of executive bodies to understand and implement the legal framework effectively.

Duties and Responsibilities:
The consultant will undertake several key responsibilities, including:
  • Mapping relevant global legislation best practices for implementing blended finance in cities, identifying local and international financial systems that influence blended finance models, and illustrating case studies relevant to Egypt.
  • Reviewing local laws related to public-private partnerships (PPP) and investment project implementation, focusing on blended finance mechanisms and Islamic financial instruments.
  • Designing applicable legal business model options for participatory and blended finance mechanisms, analyzing stakeholders and their mandates, and illustrating various business model options.
  • Integrating Islamic finance principles by developing legal strategies that facilitate the use of Islamic financial instruments in priority projects and ensuring alignment with Islamic values.
  • Enhancing blended finance and PPP legal documents by preparing partnership agreements that foster collaboration among stakeholders and ensuring transparency and accountability in resource management.
  • Building legal capacities by preparing training materials and delivering training on the legal aspects of blended financing models and Islamic financing mechanisms to key stakeholders.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in legal affairs, law, business administration, or related fields. Alternatively, a first-level university degree combined with two additional years of qualifying work experience may be accepted in lieu of the advanced degree. A minimum of 2 years of professional experience in local administration laws is required, along with experience in laws related to urban planning, land management, infrastructure, or participatory public-private partnerships. Experience in drafting regulatory and legal regulations is desirable, as is experience working with local or national governments or international organizations.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in legal affairs, law, business administration, or related fields is required. A first-level university degree may be accepted with additional qualifying work experience.

Experience:
A minimum of 2 years of professional experience in local administration laws is required. Candidates should have experience in laws related to urban planning, land management, infrastructure, or participatory public-private partnerships. Experience in drafting regulatory and legal regulations is desirable, as well as experience working with local, national governments, or international organizations.

Languages:
Fluency in both oral and written Arabic is required, with a basic understanding of English. Arabic proficiency should be at UN Level IV (Expert), while English should be at UN Level I (Basic).
