Job Overview:
The Finance and Administrative Officer position is crucial for the Migration Health Division (MHD) in Manila, where the successful candidate will play a key role in supporting the financial monitoring, reporting, and analytics of health assessment projects. This position requires close collaboration with various stakeholders, including senior management and program coordinators, to ensure the financial sustainability of fee-based health assessment projects. The officer will be responsible for developing standardized monitoring reports, automating reporting processes, and preparing financial analyses to identify trends and areas for improvement. Additionally, the role involves creating dynamic dashboards for real-time monitoring of key performance indicators (KPIs) and assisting in the preparation of budgets and donor reports. The officer will also contribute to the development of financial models and guidelines to enhance the efficiency of financial operations within the organization.

Duties and Responsibilities:
  • Develop standardized monitoring reports tailored to senior management and operational leads for health assessment programs, including the Global Health Assessment Projects and Canadian Pre-Departure Medical Services Project.
  • Automate reporting processes for key metrics such as revenues, expenses, and profitability.
  • Prepare comparative analyses of health center performance, identifying trends and areas for improvement.
  • Collaborate with Country Offices and Migration Health Support units to gather information for performance reports.
  • Act as the focal point for fee-based HAP Technical Instructions and communicate necessary fee changes.
  • Assist in preparing complex financial business models and strategies for global projects.
  • Monitor fee changes and ensure compliance with established governance protocols.
  • Prepare year-end reviews and reports on fee revisions.
  • Create dynamic dashboards using tools like Power BI and Tableau for real-time KPI monitoring. 1
  • Develop and maintain financial models for forecasting revenues and costs. 1
  • Assist with budget preparation and monitoring, providing variance reports. 1
  • Prepare donor reports aligned with agreements and requirements. 1
  • Support audit processes and implement recommendations. 1
  • Identify inefficiencies in reporting processes and recommend improvements. 1
  • Contribute to the development of guidelines and training modules. 1
  • Prepare and deliver financial reports and presentations as needed. 1
  • Perform other duties as assigned.

Required Qualifications:
  • Master’s degree in Accounting, Finance, or a related field from an accredited institution, or a university degree with two years of relevant experience.
  • Professional certification such as CPA is an advantage.
  • Experience in accounting or finance, with a focus on audit and invoicing preferred.
  • Supervisory experience and ability to lead a team.
  • Experience in writing financial performance reports and standard operating procedures is essential.
  • Familiarity with automating financial processes is a plus.
  • Strong knowledge of accounting systems and principles, including IPSAS and audit procedures.
  • Proficiency in MS Office, particularly Excel, and experience with business intelligence tools and ERP systems.

Educational Background:
Candidates must possess a Master’s degree in Accounting, Finance, or a related field from an accredited academic institution. Alternatively, a university degree with two years of relevant professional experience is acceptable. Accredited universities are those listed in the UNESCO World Higher Education Database. Professional certifications such as Certified Public Accountant (CPA) or equivalent are considered advantageous.

Experience:
The position requires experience in the field of accounting or finance, with a preference for candidates who have experience in audit and invoicing. Supervisory experience is essential, as the candidate will lead a team. Additionally, candidates should have experience in writing financial performance narrative reports and budget analyses, as well as familiarity with automating financial processes.

Languages:
Fluency in English is mandatory, as the role involves communication with various stakeholders and the preparation of reports. Knowledge of additional languages may be considered an asset, particularly if it pertains to the regions where IOM operates.
