Job Overview: The position of Individual Consultant Equanomics – Fiscal Policies Work for Gender Equality is aimed at engaging a local consultant to contribute to the development and implementation of fiscal policies that promote gender equality. The consultant will be expected to work closely with various stakeholders, including government agencies, civil society organizations, and international partners, to analyze existing fiscal policies and propose reforms that enhance gender equity in resource allocation. The assignment will span 100 days over a period of 10 months, with an average of 10 days of work per month. The consultant will be responsible for conducting research, facilitating workshops, and providing recommendations based on best practices in gender-responsive budgeting and fiscal policy analysis. This role is crucial in ensuring that fiscal policies are inclusive and address the specific needs of women and marginalized groups.
Duties and Responsibilities: The duties and responsibilities of the Individual Consultant include:
Conducting a comprehensive analysis of current fiscal policies and their impact on gender equality in Kenya.
Engaging with stakeholders to gather insights and perspectives on fiscal policy challenges related to gender.
Developing policy briefs and recommendations for gender-responsive fiscal reforms.
Facilitating workshops and training sessions for government officials and civil society on gender-responsive budgeting.
Monitoring and evaluating the implementation of recommended policies and providing feedback for continuous improvement.
Preparing reports and presentations to communicate findings and recommendations to stakeholders.
Required Qualifications: The required qualifications for this position include:
A strong background in economics, public policy, or a related field, with a focus on gender issues.
Proven experience in conducting fiscal policy analysis and developing gender-responsive policies.
Excellent research and analytical skills, with the ability to synthesize complex information into actionable recommendations.
Strong communication and interpersonal skills, with experience in stakeholder engagement and facilitation.
Familiarity with the Kenyan context and understanding of gender dynamics in fiscal policy is highly desirable.
Educational Background: Candidates should possess at least a Master's degree in economics, public policy, gender studies, or a related field. A PhD in a relevant discipline would be an advantage, particularly for those with a focus on gender and development.
Experience: The position requires a minimum of 5 years of relevant experience in fiscal policy analysis, gender-responsive budgeting, or related fields. Experience working with international organizations, government agencies, or civil society organizations in Kenya is preferred. Demonstrated experience in conducting workshops and training sessions is also essential.
Languages: Fluency in English is mandatory, both written and spoken. Knowledge of Kiswahili is an asset and would be considered a plus, as it would facilitate communication with local stakeholders.
Additional Notes: This position is a consultancy role with a contract duration of 100 days spread over 10 months. It is a part-time engagement, requiring an average of 10 days of work per month. The consultant will be expected to work remotely and may need to travel within Kenya for stakeholder engagements.
