Job Overview:
The position of International Consultant for the Final Evaluation of the PACoSo PEV-LCT project involves a comprehensive assessment of the project's outcomes and impacts. The consultant will be responsible for evaluating the effectiveness, efficiency, relevance, and sustainability of the project interventions. This role requires a deep understanding of evaluation methodologies and the ability to analyze qualitative and quantitative data. The consultant will work closely with UNDP and other stakeholders to gather information, conduct interviews, and facilitate focus group discussions. Duties and Responsibilities:
The consultant will undertake the following duties and responsibilities:
  • Develop an evaluation framework and methodology that aligns with UNDP's evaluation standards.
  • Conduct a thorough review of project documentation, including project proposals, progress reports, and previous evaluations.
  • Design and implement data collection tools, such as surveys and interview guides, to gather relevant information from stakeholders.
  • Facilitate interviews and focus group discussions with project beneficiaries, partners, and UNDP staff to gather qualitative insights.
  • Analyze collected data using appropriate statistical and qualitative analysis techniques.
  • Prepare a comprehensive evaluation report that includes findings, conclusions, and recommendations for future projects.
  • Present evaluation results to UNDP and other stakeholders, ensuring clarity and understanding of the findings.
  • Ensure that the evaluation process adheres to ethical standards and respects the confidentiality of participants.

Required Qualifications:
The ideal candidate for this position should possess the following qualifications:
  • A Master's degree or higher in social sciences, development studies, evaluation, or a related field.
  • Proven experience in conducting evaluations, particularly in the context of international development projects.
  • Strong analytical skills and proficiency in both qualitative and quantitative research methods.
  • Familiarity with UNDP's evaluation policies and procedures is highly desirable.
  • Excellent communication skills, both written and verbal, in English and French.
  • Ability to work independently and manage time effectively to meet deadlines.

Educational Background:

Experience:
