Job Overview:
The Project Coordinator will play a crucial role in the operational, administrative, and financial management of projects in accordance with IOM policies and donor requirements. This position requires a proactive approach to project implementation, including the development and adjustment of work plans and budgets. The coordinator will be responsible for monitoring project progress, identifying gaps, and suggesting improvements. The role also involves coordinating data collection and analysis, updating information management systems, and ensuring effective communication of project activities through reports and social media. The Project Coordinator will liaise with various stakeholders, including donors, local authorities, and community partners, to enhance project visibility and effectiveness. Additionally, the coordinator will contribute to capacity-building initiatives and participate in relevant forums to promote project objectives.

Duties and Responsibilities:
The Project Coordinator will be responsible for the following duties:
  • Assist in the coordination and monitoring of project operations, ensuring compliance with IOM policies and donor requirements.
  • Keep supervisors informed about project implementation status and identify areas for improvement.
  • Participate in the development and adjustment of work plans, budgets, and evaluation tools.
  • Coordinate data collection, verification, and analysis, and manage information systems related to project activities.
  • Prepare and disseminate project reports in accordance with IOM and donor guidelines.
  • Liaise with donors, partners, UN agencies, and local authorities to foster collaboration and support.
  • Organize and deliver capacity-building activities for IOM staff and partners.
  • Attend conferences, workshops, and interagency meetings to represent IOM and share project insights.
  • Supervise project staff and provide training and technical guidance. 1
  • Undertake duty travel for project monitoring and assessments. 1
  • Perform other related duties as required.

Required Qualifications:
Candidates must possess a Master’s degree in disaster risk management, environmental studies, development studies, social sciences, urban planning, public administration, or a related field from an accredited institution. Alternatively, a Bachelor’s degree in the aforementioned fields with two years of relevant professional experience is acceptable. Accredited institutions are those listed in the UNESCO World Higher Education Database. Candidates should demonstrate a strong understanding of disaster risk management and community resilience approaches, along with excellent coordination and interpersonal skills. Proficiency in Microsoft Office applications is required, and candidates must exhibit strong analytical and reporting capabilities.

Educational Background:
The educational background required for this position includes a Master’s degree in relevant fields such as disaster risk management, environmental studies, or social sciences. Candidates with a Bachelor’s degree in these fields must have at least two years of relevant professional experience. It is essential that the educational qualifications are obtained from accredited institutions recognized by the UNESCO World Higher Education Database, ensuring that the candidates have received a quality education that meets international standards.

Experience:
Candidates should have substantial experience in supporting the implementation of disaster risk management (DRM), emergency preparedness, or resilience-focused projects at the community or local government level. Experience in early warning systems, community alert mechanisms, and coordination with local authorities is essential. Additionally, candidates should have a proven track record of liaising with governmental authorities, UN agencies, and NGOs. Experience in field coordination, operational follow-up, and monitoring activities is required, along with experience in data collection and reporting frameworks. Familiarity with working with vulnerable groups, such as migrants and internally displaced persons, is advantageous, as is prior experience with international humanitarian organizations. Knowledge of Mozambique's national DRM systems and institutional structures is also beneficial.

Languages:
Fluency in Portuguese and English is mandatory for this position, both oral and written. Candidates must demonstrate proficiency in these languages to effectively communicate with stakeholders and manage project documentation. While IOM's official languages include English, French, and Spanish, fluency in Portuguese is specifically required for this role. Knowledge of additional local languages is considered an advantage, as it may enhance communication with local communities and stakeholders.

Additional Notes:
This position is subject to funding confirmation, and any offer made to the candidate will depend on the availability of funds. The selection process may also be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months. National Professional Officers must be nationals of the country of employment, and appointments will be contingent upon medical fitness certification and verification of residency and visa requirements.
