Job Overview:
The Monitoring and Evaluation (M&E) Specialist for Maternal, Newborn, and Child Health (MNCH), Nutrition, and Global Health security" style="border-bottom: 1px dotted #007bff !important;">Security (GHS) will play a crucial role in supporting the development, implementation, and updating of M&E plans and frameworks. This position is essential for ensuring that high-quality data is collected and analyzed in a timely manner, which is vital for program improvement, reporting, and informed decision-making. The M&E Specialist will work closely with FHI 360 Nepal’s implementing partners and various divisions within the government to monitor and evaluate programs effectively. This role requires a proactive approach to data management and the ability to communicate findings to stakeholders to facilitate evidence-based program management and continuous improvement.

Duties and Responsibilities:
The M&E Specialist will be responsible for a wide range of duties including providing technical assistance to the Family Welfare Division (FWD), Epidemiology and Disease Control Division (EDCD), and Integrated Health Information Management System (IHIMS) Section. Key responsibilities include collecting, cleaning, and aggregating project data in accordance with organizational and donor specifications, ensuring regular reviews and analyses of program-related data, and informing program staff of gaps and issues for improvement. The specialist will also support the development and implementation of M&E plans for the Country Office and its implementing partners, facilitate the use of M&E data through workshops, and assist in the creation of data-driven presentations for various reporting needs. Additionally, the role involves conducting data quality assessments, supporting capacity-building initiatives, and developing dashboards for data visualization.

Required Qualifications:
Candidates must possess a Master’s degree in public health, social science, behavioral science, epidemiology, or statistics, along with three to five years of relevant experience. Alternatively, a bachelor's degree with over five years of related experience in development programming, particularly in planning, monitoring, and evaluation, is acceptable. The ideal candidate should demonstrate the ability to initiate and implement activities with minimal supervision, manage a high volume of workflow, and possess experience with various M&E systems such as District Health Information System II (DHIS2) and Public Asset Management (PAMS). Strong interpersonal, organizational, communication, and problem-solving skills are essential, along with proficiency in both English and Nepali.

Educational Background:
The educational background required for this position includes a Master’s degree in a relevant field such as public health, social science, behavioral science, epidemiology, or statistics. Candidates with a bachelor's degree in these fields may also be considered if they have substantial relevant experience. This educational foundation is critical for understanding the complexities of health systems and the methodologies used in monitoring and evaluation.

Experience:
The position requires candidates to have three to five years of experience in development programming, specifically in planning, monitoring, and evaluation. Candidates with a bachelor's degree should have over five years of related experience. Experience in providing technical guidance and capacity-building support to implementing partners and program staff is highly desirable, as is familiarity with donor reporting requirements and government health systems.

Languages:
Fluency in both English and Nepali is mandatory for this position, as excellent oral and written communication skills are essential for documentation and reporting. Knowledge of additional languages may be considered an asset but is not required.
