Job Overview:
The consultant will play a crucial role in the successful development of a National ODS Banks Data Report, which is essential for preparing the National Inventory of Banks and National Plan in Saint Kitts and Nevis. This position involves extensive data collection and analysis to provide the government with comprehensive information necessary for managing controlled substances effectively. The consultant will work closely with the OzonAction Montreal Protocol Programme Management Officers and the National Ozone Unit (NOU) of Saint Kitts and Nevis, ensuring that the project aligns with international standards and meets the expectations of the UNEP. The consultant's work will contribute significantly to the implementation of the Montreal Protocol and the management of ozone-depleting substances (ODS) and hydrofluorocarbons (HFCs).

Duties and Responsibilities:
The consultant will be responsible for a variety of tasks, including conducting a desk study on existing data regarding banks of used and unwanted controlled substances, developing a comprehensive database that records details such as substance names, quantities, and locations, and identifying data gaps and opportunities for improvement. The consultant will also collect data on controlled substances in installed equipment, develop a stakeholder database, and prepare a draft and final National ODS Banks Data Report. This report will include results from the desk study, a database of ODS banks, data gap analysis, and stakeholder information. Additionally, the consultant will support the NOU in conducting national consultations and public outreach efforts to engage key stakeholders and the general public.

Required Qualifications:
Candidates must possess a high school diploma, with a minimum of ten years of progressively responsible experience in national surveys, report development, and stakeholder consultations. This experience is reduced to eight years for those with a first-level university degree. Candidates should have experience in writing and reviewing technical project documents, a strong understanding of policy and technical issues related to ODSs and HFCs, and experience in the Refrigeration Servicing Sector (RSS). Demonstrated experience in national data collection within the RSS and a deep understanding of the specific challenges associated with ODS and HFC management in Saint Kitts and Nevis are also required.

Educational Background:
A high school diploma is mandatory, while a first-level university degree can reduce the required experience by two years. The educational background should ideally be in environmental science, engineering, or a related field that supports the understanding of ozone-depleting substances and their management.

Experience:
Candidates should have at least ten years of relevant experience, which includes progressively responsible roles in national surveys, report writing, and stakeholder engagement. This experience should encompass a strong understanding of the Refrigeration Servicing Sector and the specific challenges faced in managing ODSs and HFCs in Saint Kitts and Nevis. Experience working with the National Ozone Unit at the national level is essential.

Languages:
Fluency in both oral and written English is required for this position. Knowledge of additional UN languages is considered desirable, enhancing the candidate's ability to communicate with a broader range of stakeholders.
