The incumbent will work under the supervision of the Principal Security Adviser and report to the Chief of Operations. The role involves advising on security risk management, participating in the area Security Management Team, and chairing the area Security Cell. The officer will be responsible for forecasting security environments, developing risk management strategies, and ensuring the implementation of security planning and risk management documents. The position requires a proactive approach to enhance security operations and support UN activities, ensuring that security considerations are integrated into all stages of UN programs. The officer will also oversee security-related projects, monitor compliance, and enhance communication and collaboration with various stakeholders, including UN organizations, NGOs, and local authorities.
Duties and Responsibilities: The Security Coordination Officer will have a comprehensive set of responsibilities, including: serving as an adviser to the Area Security Coordinator; participating in the area Security Management Team; chairing the area Security Cell; forecasting security environments; developing inclusive risk management strategies; preparing and implementing security planning documents; advising on security inclusion in UN activities; overseeing security-related projects; monitoring compliance and preparedness; enhancing communication with stakeholders; conducting security surveys and assessments; implementing a functioning Security Communication System; managing budget and logistical planning for the security office; leading and managing the security team; and ensuring the integration of gender and diversity considerations into security practices. The officer will also be responsible for conducting training and capacity-building initiatives for personnel.
Required Qualifications: Candidates must possess an advanced university degree in fields such as business or public administration, political/social science, psychology, criminal justice, law, international relations, or security management. A first-level university degree combined with two years of qualifying experience may be accepted in lieu of the advanced degree. Additionally, candidates must have UNDSS certification in Security Certification Programme (SCP) or Security Analysis Process Practice (SAPP) Course.
Educational Background: The educational requirements for this position include an advanced university degree (Master’s degree or equivalent) in relevant fields. Alternatively, a first-level university degree may be accepted if accompanied by two years of qualifying experience. A diploma from a police or military education institution may also be considered if obtained over a minimum of three years.
Experience: Candidates should have a minimum of seven years of progressively responsible experience in areas such as international relations, disarmament affairs, conflict resolution, security management, or emergency management. This includes at least two years of experience in managing security operations and one year in field securityoperations management in a conflict or post-conflict environment. Experience in planning and implementing risk mitigation measures related to security is also required, along with familiarity with the United Nations Security Management System or similar organizations.
Languages: The working languages of the United Nations Secretariat are English and French. For this position, proficiency in English is required at UN Level III for reading, writing, listening, and speaking. There are no additional desirable languages specified for this role.
