Job Overview: The position of Individual Consultant - National Program Analyst is crucial in addressing the humanitarian crisis in South Sudan, where the situation has deteriorated significantly due to climatic shocks, economic collapse, and prolonged conflict. The consultant will support the design, implementation, and monitoring of Sexual and Reproductive Health (SRH) programming in emergency settings. This role involves strengthening field coordination mechanisms, including sub-national reproductive health working groups and gender-based violence (GBV) sub-clusters. The consultant will also facilitate capacity-building for implementing partners and local health actors on the Minimum Initial Service Package (MISP), GBV risk mitigation, and accountability to affected populations. The consultant will report directly to the Emergency Coordinator and will play a vital role in ensuring that the needs of vulnerable populations, particularly women and children, are met during this crisis.
Duties and Responsibilities: The consultant will be responsible for several key duties, including: supporting coordination and co-leadership of the sub-national reproductive health technical working group in Malakal; managing the distribution and utilization tracking of reproductive health kits, dignity kits, and emergency supplies in assigned project locations; facilitating and documenting capacity-building workshops for partners on SRH in emergencies, GBV prevention, and accountability; leading or participating in rapid assessments of SRH needs in displacement-affected populations; monitoring implementing partner performance through remote and in-person field monitoring; promoting access to psychosocial-support" style="border-bottom: 1px dotted #007bff !important;">psychosocial support services for GBV and SEA survivors; identifying emerging humanitarian gaps and proposing adaptive interventions; contributing to donor proposals and strategic documents related to humanitarian operations; supporting data collection, analysis, and reporting on SRH/GBV indicators; maintaining regular communication with health facilities and implementing partners; and preparing transition and exit plans for sustainable SRH programming.
Required Qualifications: Candidates must possess a Master’s degree in Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management, or related fields. Additionally, candidates should have at least seven years of progressively responsible professional experience in humanitarian and development activities, preferably in field coordination, program/project design, appraisal, and management. Prior experience implementing the Minimum Initial Services package for SRH is a plus. Candidates must demonstrate proven ability to lead and manage teams effectively, as well as possess excellent written and oral communication skills to foster engaged partnerships at high levels of representation.
Educational Background: A Master’s degree in relevant fields such as Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, or Management is required for this position. This educational background is essential to ensure that the consultant has the necessary knowledge and skills to address the complex challenges faced in humanitarian settings, particularly in relation to sexual and reproductive health.
Experience: The position requires a minimum of seven years of progressively responsible professional experience in the field of humanitarian and development activities. This experience should preferably include field coordination, program/project design, appraisal, and management. Candidates should have a proven track record of leading and managing teams to achieve demonstrable results, as well as experience in implementing the Minimum Initial Services package for SRH, which is highly desirable.
Languages: Fluency in English is mandatory for this position, as effective communication is crucial in coordinating with various stakeholders and partners. Additionally, proficiency in Arabic is considered desirable, as it may enhance communication with local populations and partners in South Sudan.
