Job Overview:
The National Administration and Procurement Assistant will play a crucial role in supporting the effective implementation of projects under the FAO's guidance. This position requires a proactive individual who can provide administrative, procurement, and operational support to ensure compliance with FAO and donor requirements. The assistant will work closely with various teams, including technical, human resources, finance, and operations, to facilitate smooth project execution. The role involves monitoring procurement activities, managing documentation, and ensuring that all processes align with established guidelines. The assistant will also be responsible for coordinating project activities, preparing budgets, and supporting the financial closure of projects, making this a multifaceted position that requires strong organizational and communication skills.

Duties and Responsibilities:
The duties and responsibilities of the National Administration and Procurement Assistant include:
  • Supporting procurement activities by monitoring delivery, reviewing reports, and ensuring compliance with FAO rules and donor requirements.
  • Monitoring purchase orders and contracts, tracking shipments, and ensuring timely collection of goods.
  • Preparing and managing procurement documentation, identifying potential suppliers, and securing necessary clearances.
  • Coordinating with operations, HR, finance, and procurement personnel to ensure seamless project operations.
  • Providing administrative services to the Samoa Readiness project, including recruitment, finance, and procurement support.
  • Preparing budgets for field visits, meetings, and workshops, and supporting project budget preparation in line with GCF and FAO requirements.
  • Monitoring project financial statements, addressing discrepancies, and ensuring timely resolution of issues.
  • Supporting project coordination by developing inputs for monitoring and progress reports, arranging logistics for workshops and meetings, and disseminating project outputs.
  • Performing additional tasks as required to support project implementation and closure.

Required Qualifications:
Candidates must possess a High School Diploma and at least one year of relevant experience in administration, procurement, or international development. Familiarity with the local context and challenges in Nauru is essential, as candidates must be nationals of Nauru and based in the country. The role requires strong communication skills, the ability to work collaboratively with diverse teams, and a commitment to achieving project goals in alignment with FAO's mission.

Educational Background:
The minimum educational requirement for this position is a High School Diploma. However, candidates with higher educational qualifications in relevant fields such as business administration, procurement, or international development will be preferred. It is important that all educational qualifications are obtained from institutions accredited or recognized in the World Higher Education Database (WHED).

Experience:
Candidates should have at least one year of relevant experience in administration, procurement, or related fields. Experience in managing or coordinating international, regional, or national projects related to agriculture and the environment is highly desirable. Familiarity with FAO's operational rules and procedures, as well as experience working in multi-disciplinary and multi-cultural environments, will be advantageous.

Languages:
Proficiency in English is mandatory for this position, as it is the working language of FAO. Knowledge of additional languages relevant to the Pacific region may be considered an asset, enhancing communication with diverse stakeholders and project partners.
