Job Overview:
The position of Team of Two International Experts on Digital Platform Regulation is crucial for the UNDP's Strengthening Democratic Resilience in Moldova (EDMITE III) Project. The experts will play a significant role in enhancing Moldova's national policy discourse and legislative/regulatory frameworks concerning digital platform regulation. This involves leveraging comparative international and European experiences and best practices to inform policy-making in a high-threat context, particularly in relation to the European Union's integration processes. The experts are expected to provide strategic insights and recommendations that will help shape effective regulatory measures for digital platforms, ensuring they align with international standards and best practices. The role requires a deep understanding of digital economy dynamics, regulatory frameworks, and the socio-political landscape of Moldova.

Duties and Responsibilities:
  • Conduct comprehensive research and analysis on digital platform regulations, focusing on international and European best practices.
  • Engage with stakeholders, including government officials, civil society, and private sector representatives, to gather insights and foster dialogue on digital platform regulation.
  • Develop policy briefs and recommendations that address the unique challenges and opportunities in Moldova's digital landscape.
  • Facilitate workshops and training sessions to build capacity among local stakeholders on digital platform regulation.
  • Collaborate with UNDP and other partners to ensure alignment of regulatory frameworks with Moldova's EU integration goals.
  • Monitor and evaluate the impact of implemented regulations and provide feedback for continuous improvement.
  • Prepare reports and presentations for various audiences, including government agencies and international organizations, to communicate findings and recommendations effectively.

Required Qualifications:
  • Advanced degree in law, public policy, digital economy, or a related field.
  • Proven expertise in digital platform regulation, with a strong understanding of international and European regulatory frameworks.
  • Experience working with government institutions, civil society, and private sector stakeholders in the context of digital policy.
  • Strong analytical and research skills, with the ability to synthesize complex information into actionable recommendations.
  • Excellent communication and interpersonal skills, with proficiency in facilitating discussions and workshops.
  • Ability to work independently and collaboratively in a multicultural environment.

Educational Background:
Candidates must possess an advanced degree (Master's or PhD) in relevant fields such as law, public policy, digital economy, or related disciplines. A strong academic background with a focus on digital regulation and policy is essential for this role.

Experience:
A minimum of 5 years of professional experience in digital platform regulation, public policy development, or related areas is required. Candidates should have a track record of working on similar projects, particularly in transitional or developing countries, and experience in engaging with governmental and non-governmental stakeholders.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of Romanian and/or Russian is considered an asset, as it will facilitate communication with local stakeholders and enhance the effectiveness of the experts' engagement in Moldova.

This position is offered as an individual contractor role, with a contract duration that will be specified upon selection.
