Job Overview: The Senior Monitoring, Evaluation, and Learning (MEL) Advisor plays a crucial role in the Strengthening Infectious Disease Detection Systems (STRIDES) Activity in Nepal. This position is responsible for providing technical guidance on all MEL aspects, overseeing the execution of day-to-day MEL activities, and ensuring quality service delivery through the use of project data. The advisor will lead the development, operationalization, implementation, and management of MEL systems, tools, and procedures that are essential for collecting, collating, analyzing, interpreting, and utilizing data to demonstrate impact and ensure accountability. The role requires a proactive approach to fostering a culture of learning and knowledge sharing within the organization and among partners, as well as managing relationships with various stakeholders in the MEL space.
Duties and Responsibilities: The Senior MEL Advisor will support the design, development, planning, implementation, and reporting against the STRIDES Activity Monitoring, Evaluation, & Learning Plan (AMELP). Key responsibilities include developing and managing MEL systems, tracking progress against MEL indicators, ensuring integration of high-quality methods for monitoring project performance, and assessing subcontractor data quality. The advisor will build the MEL capacity of STRIDES staff, lead learning activities, manage relationships with government and multisectoral partners, and develop country-specific MEL plans and budgets. Additionally, the advisor will provide technical leadership in research and surveillance activities, contribute to the overall strategic framework of FHI 360 Nepal, and perform other duties as assigned by the Project Director or Country Representative.
Required Qualifications: Candidates must possess a Master’s degree in public health or a related field with at least five years of relevant experience, or a Bachelor’s degree with seven years of experience in managing epidemiological and social science research and surveillance. Proficiency in standard epidemiological and statistical methods, experience with quantitative and qualitative research methods, and knowledge of global healthsecurity" style="border-bottom: 1px dotted #007bff !important;">security and antimicrobial resistance surveillance are essential. Candidates should also have experience in translating complex data into accessible formats and possess excellent interpersonal and communication skills.
Educational Background: A Master’s degree in public health or a related field is required, although a Bachelor’s degree in the same fields may be acceptable if accompanied by additional years of relevant experience. The educational background should reflect a strong foundation in public health principles, epidemiology, and research methodologies.
Experience: The position requires a minimum of five years of experience for candidates with a Master’s degree, or seven years for those with a Bachelor’s degree. Experience should include managing and conducting epidemiological and social science research, as well as familiarity with surveillance in public health contexts. Candidates should demonstrate a history of effective collaboration across teams and with various stakeholders.
Languages: Fluency in both English and Nepali is mandatory, with excellent oral and written communication skills. Proficiency in additional languages may be considered an asset but is not required.
