Job Overview:
The Monitoring and Evaluation Specialist will report to the Head of the WPHF Secretariat and will be responsible for providing guidance on monitoring and evaluation (M&E) to the WPHF Secretariat. This role involves supporting WPHF partners in aligning their results frameworks with the WPHF global results framework and ensuring that a Results-Based Management (RBM) approach is fully integrated into WPHF-supported projects and funding windows. The specialist will lead survey designs, produce an annual WPHF index, and contribute to corporate-level monitoring and reporting requirements, including the director" style="border-bottom: 1px dotted #007bff !important;">Executive Director’s Annual Report (EDAR). The position requires a strong emphasis on improving results monitoring and reporting by applying RBM principles throughout UN Women’s work, thereby enhancing the organization’s capacity to communicate impact stories on women and girls effectively.

Duties and Responsibilities:
  • Provide guidance and technical support to the WPHF Secretariat for timely and high-quality results monitoring, evaluation, and reporting at the global level. This includes ensuring quality and timely submission of reports, providing technical inputs for the WPHF Strategic Plan, and maintaining the Management Information System (MIS).
  • Support Country Offices (Management Entities) in planning monitoring, evaluation, and reporting of Civil Society Organizations (CSOs) by preparing monitoring and evaluation plans and providing training to strengthen the capacity of CSOs in RBM.
  • Contribute to HQ-led corporate initiatives in monitoring, reporting, and data collection/analysis, ensuring field perspectives are reflected.
  • Develop M&E capacity development tools and conduct training for CSOs and staff to promote awareness of M&E responsibilities.
  • Perform other duties as necessary for the efficient functioning of the Trust Fund and the Organization.

Required Qualifications:
The position requires a Master’s degree or equivalent in development-related disciplines, Social Sciences, Statistics, Political Science, Development Studies, Public Administration, Gender, or a related field. A first-level university degree with two additional years of qualifying experience may be accepted in lieu of an advanced degree. Candidates must have at least 7 years of responsible development experience, including experience in Results-Based Management (RBM) and results-based monitoring and reporting at various levels. Experience in managing results-based reporting for UN-hosted pooled funds or similar instruments is essential, along with proficiency in data management tools and software.

Educational Background:
Candidates must possess a Master’s degree or equivalent in relevant fields such as development-related disciplines, Social Sciences, Statistics, Political Science, Development Studies, Public Administration, or Gender studies. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree, emphasizing the importance of formal education in the relevant areas.

Experience:
Candidates should have a minimum of 7 years of responsible development experience, particularly in development cooperation, international relations, or public administration. This experience must include work in Results-Based Management (RBM) and results-based monitoring and reporting at the country, regional, or global levels. Experience in managing results-based reporting for pooled funds or multi-donor instruments is required, along with experience in providing guidance and technical support in monitoring and evaluation.

Languages:
Fluency in English is mandatory for this position. Fluency in French is desirable, and proficiency in another UN official language (Arabic, Chinese, Russian, or Spanish) is also considered an asset, enhancing the candidate's ability to communicate effectively in a multilingual environment.

Additional Notes:
The position is remote, and home-based International PPSA holders must hold a valid work permit for their home-based location prior to starting the I-PPSA. The work permit must cover the entire duration of the I-PPSA.
