Job Overview: The Program Officer position within the CIF Secretariat at the World Bank is designed for a dynamic individual who will support the governance portfolio of the CIF. The successful candidate will work closely with the Head of Governance and collaborate with various teams across the CIF Secretariat. This role involves engaging with key stakeholders, including partner Multilateral Development Banks (MDBs), contributors, recipient countries, and the CIF Trustee. The Program Officer will be responsible for providing legal and policy analysis on governance matters, ensuring compliance with CIF policies and frameworks, and managing documentation related to governance operations. The position requires a proactive approach to stakeholder relations and effective communication, as well as a commitment to enhancing governance systems and processes within the CIF.
Duties and Responsibilities: The duties and responsibilities of the Program Officer include:
Governance Operations and Documentation: Provide legal and policy analysis on CIF governance matters, ensuring compliance with the CIF Hosting Arrangement and operational documents. Lead the development and quality control of documents for Trust Fund Committee (TFC) presentations, ensuring legal accuracy and confidentiality. Draft and review decision texts and technical governance papers for TFC consideration. Serve as backup to the Head of Governance on legal matters and maintain document management systems for accessibility and compliance. Coordinate day-to-day governance operations and manage stakeholder workflows.
Stakeholder Relations and Communications: Provide legal advisory support to MDBs on CIF policies and governance requirements. Manage relationships with CIF contributors and recipient countries, preparing briefing materials and legal analyses. Maintain effective working relationships with various departments within the World Bank that impact CIF operations.
Knowledge Management and Process Improvement: Ensure proper classification and filing of governance documents. Contribute to the enhancement of CIF governance systems and support institutional knowledge management. Identify opportunities for process improvements and develop capacity-building materials on governance and compliance requirements.
Required Qualifications: The required qualifications for the Program Officer position include:
A law degree (LL.B., J.D., or equivalent) with a Master's degree in law, international law, or a related field strongly preferred.
A minimum of five years of relevant professional experience in legal advisory, governance, or policy management within multilateral organizations or comparable institutions.
Strong legal analytical skills with the ability to interpret complex governance frameworks and operational policies.
Experience providing legal or policy advisory support in international organizations, particularly on governance and compliance matters.
Proven ability to draft, review, and negotiate complex legal or policy documents.
Strong project management skills and the ability to manage multiple priorities effectively.
Excellent interpersonal skills and the ability to build trust in a multicultural environment.
Experience with multilateral development banks or international financial institutions is strongly preferred.
