Job Overview:
The consultant will support the Ministry of Health and Medical Services (MHMS) in Fiji to enhance the country's HIV, STI, and BBV digital surveillance and program monitoring systems. This role involves ensuring the integration and security" style="border-bottom: 1px dotted #007bff !important;">security of health information systems, including PATISPlus, Tamanu, LIS, and mSupply, in alignment with WHO and UNAIDS standards. The consultant will also mentor the MHMS Digital Health Officer to build sustainable national capacity. The position is critical as Fiji's HIV epidemic has evolved, necessitating improved data quality and real-time analytics for evidence-based decision-making. The consultant will work closely with the National HIV Outbreak and Cluster Response Taskforce (N-HOCRT) and divisional surveillance officers to achieve these goals.

Duties and Responsibilities:
The consultant will be responsible for several key deliverables, including: 1) Strengthening digital infrastructure for SRH, HIV, and BBV data systems through comprehensive mapping of existing platforms, developing a systems integration plan, enhancing system security, and producing a technical assessment report. 2) Developing a phased systems strengthening roadmap that outlines actions for enhancing digital systems, preparing an interoperability plan, and establishing a framework for real-time monitoring and ethical data governance. 3) Providing technical assistance for HIS governance and capacity building by updating SOPs, developing data-governance guidelines, creating training modules, and mentoring the Digital Health Officer. 4) Strengthening integration across key health and program systems by developing detailed linkage plans and data exchange templates. 5) Facilitating twinning and mentorship for sustainable national capacity, including structured mentorship for the Digital Health Officer and capacity-building sessions for surveillance and IT personnel.

Required Qualifications:
The position requires a degree in IT, Computer Science, or Health Informatics, with a Master's degree or relevant certifications being desirable. Candidates must have strong expertise in information systems design and integration, proficiency in analyzing system architecture, and practical knowledge of database management. Experience in developing SOPs, governance frameworks, and data quality protocols is essential, along with the ability to deliver user training and mentor staff.

Educational Background:
Candidates must possess a degree in IT, Computer Science, or Health Informatics. A Master's degree or relevant certifications in IT is considered an advantage. Educational qualifications must be from institutions recognized in the World Higher Education Database (WHED).

Experience:
Candidates should have at least 5 years of experience in developing, integrating, and managing health information systems. This includes experience in system design, database management, data interoperability, and user training for digital health platforms. Desirable experience includes working with the UN system and the Fijian Government.

Languages:
Fluency in English is essential, while fluency in the iTaukei language is desirable. Proficiency in both languages will enhance communication and effectiveness in the role.

  • The consultant will be expected to provide a medical certificate of fitness for work and will need to travel within Fiji. The remuneration for this position is 118,528.92 FJD.
