Job Overview:
The Area Programme Manager (APM) plays a crucial role in overseeing the quality and timely implementation of DRC’s programs in the regions of Hajjah, Saada, and Hodieda. This position is pivotal for ensuring that programmatic management aligns with a cohesive vision for the area. The APM is responsible for maintaining effective systems that enhance Project Cycle Management, leading monthly program reviews, and ensuring that project indicators are met. The role requires collaboration with various teams to ensure compliance with DRC standards and donor regulations, as well as providing technical direction and support to project managers and team leaders. The APM will also engage in frequent travel to program sites for direct support and representation, ensuring that projects have effective exit strategies and that lessons learned are integrated into future programming.

Duties and Responsibilities:
The APM's responsibilities include:
  • Program Implementation & Reporting: Establishing efficient systems for Project Cycle Management, leading monthly program reviews, maintaining oversight of project indicators, ensuring timely submission of high-quality reports, and supporting capacity building for program staff.
  • Program Development and Fundraising: Contributing to needs assessments, coordinating with the Country Office for proposal development, and leading the narrative and budget development for programs.
  • Staff Management: Supervising Sectoral Program Managers and Team Leaders, establishing performance objectives, providing feedback, and developing staff competencies through training and coaching.
  • Representation: Representing DRC in coordination forums, developing relationships with key stakeholders, and conducting stakeholder analyses.
  • General: Maintaining security" style="border-bottom: 1px dotted #007bff !important;">security awareness, adhering to safety regulations, and complying with DRC policies regarding child safeguarding and anti-harassment.

Required Qualifications:
Candidates must possess a minimum of 5 years of program development and implementation experience in complex humanitarian settings, with a preference for experience in DRC’s key sectors such as Economic Recovery, Protection, CCCM/Shelter, and WASH. Additionally, at least 4 years of staff management experience in an INGO is required, along with demonstrated capacity building and coaching skills. Strong negotiation and communication skills, a solid understanding of donor compliance, and the ability to adapt to challenging working conditions are essential.

Educational Background:
A Master’s degree in a relevant field of social science, such as humanitarian action and development, is required. Alternatively, candidates may have an additional 4 years of relevant work experience in lieu of the degree.

Experience:
The position requires a minimum of 5 years of relevant experience in program development and implementation, particularly in volatile humanitarian contexts. Candidates should also have at least 4 years of experience in staff management within an operational INGO, showcasing their ability to lead and develop teams effectively.

Languages:
Fluency in English is mandatory, while proficiency in Arabic is highly desirable. This linguistic capability is crucial for effective communication within the diverse operational context of Yemen.

Additional Notes:
The contract length for this position extends until February 28, 2027, and it is classified within the Management (F2) band. The APM will report directly to the North Area Manager and is expected to start as soon as possible. The duty station is in Hajjah, with approximately 50% travel required across the North Area Office, including Hodieda and Sa’ada. Salary and conditions will adhere to the Danish Refugee Council’s National Terms of Employment.
