Job Overview:
The Local Coordinator & NDC Advisor will undertake a part-time assignment focused on facilitating communication and collaboration between the public and private sectors in Zambia and the UNEP project team. This role is crucial for engaging stakeholders effectively and ensuring that local data gathering processes are conducted efficiently. The incumbent will leverage their extensive local network to support the UNEP team in various project activities, including the revision of the NDC Implementation Framework and the development of an NDC Investment Plan. The position requires a proactive approach to stakeholder engagement, data collection, and providing technical inputs to project deliverables. The Local Coordinator & NDC Advisor will work closely with the UNEP Project Manager to ensure that project activities align with the overall objectives of enhancing Zambia's climate change mitigation and adaptation strategies.

Duties and Responsibilities:
The duties and responsibilities of the Local Coordinator & NDC Advisor include:
  • Supporting the UNEP team in evaluating the current NDC Implementation Framework, identifying progress, achievements, and challenges, and updating goals and targets based on new circumstances and global developments.
  • Producing a stakeholder mapping report that reflects the representation of civil society organizations, the private sector, and other stakeholders.
  • Leading stakeholder engagement efforts with governments, civil society, and the private sector under the guidance of the UNEP team.
  • Assisting in the development of an NDC Investment Plan that details public and private investment shares, financing sources, and investment requirements.
  • Supporting the development and dissemination of capacity-building materials for stakeholder consultations and workshops.
  • Conducting a capacity needs assessment to identify training gaps for key stakeholders in Zambia.
  • Organizing and hosting dissemination workshops to raise awareness about the NDC 3.0 implementation framework and investment plan.
  • Assisting in organizing a donor conference to mobilize resources for NDC investment projects.
  • Providing technical inputs for the review of existing policies and regulations to align them with national NDC goals.

Required Qualifications:
The position requires the following qualifications:
  • A Master’s Degree in environmental engineering, finance, economics, development studies, business, management, administration, or a related field with at least seven years of relevant work experience, or a Bachelor’s degree with nine years of relevant experience.
  • Practical experience of more than 10 years in climate change issues, particularly in NDC implementation.
  • Experience in formulating and/or monitoring Nationally Determined Contributions.
  • Demonstrated experience in building capacity for climate action within private sector businesses or government entities in Zambia.
  • Relevant consulting experience, particularly in climate change topics with public institutions in Zambia.
  • Strong communication skills, both oral and written, with an emphasis on analytical capacity, report writing, and attention to detail.
  • Proficiency in MS Office and electronic communication tools.
  • Experience in organizing workshops or similar events is an asset.
  • Experience in developing project proposals for sustainable tourism or in sustainable tourism policy is desirable.

Educational Background:
Candidates must possess either a Master’s Degree in a relevant field with seven years of related work experience or a Bachelor’s degree with nine years of relevant work experience. The educational background should be in areas such as environmental engineering, finance, economics, development studies, business, management, or administration, which are pertinent to the responsibilities of the Local Coordinator & NDC Advisor.

Experience:
The position requires a significant level of experience, specifically more than 10 years in climate change issues, including practical experience with NDC implementation. Candidates should have a proven track record of working with both public and private sectors in Zambia, demonstrating their ability to navigate complex environmental challenges and engage effectively with various stakeholders.

Languages:
Fluency in written and spoken English is mandatory for this position. Proficiency in additional languages may be considered an asset but is not explicitly required.
