Job Overview:
The position involves a consultant role focused on conducting regulatory analysis and strategy development specifically related to food and beverage (F&B) packaging, single-use plastics, and littering prevention. The consultant will be expected to analyze existing regulations, identify gaps, and propose strategies that align with international best practices and local needs. This role is crucial in supporting the UNDP's efforts to promote sustainable practices in the F&B sector, particularly in the context of environmental sustainability and waste management. The consultant will work closely with various stakeholders, including government agencies, private sector representatives, and civil society organizations, to ensure that the strategies developed are practical and implementable. The assignment is expected to span 106 working days over the course of one year, indicating a significant commitment to thorough analysis and strategy formulation.

Duties and Responsibilities:
  • Conduct a comprehensive regulatory analysis of existing laws and regulations related to F&B packaging and single-use plastics in Jordan.
  • Identify gaps and areas for improvement in the current regulatory framework.
  • Develop strategic recommendations for enhancing regulatory measures to promote sustainable packaging solutions.
  • Engage with stakeholders, including government officials, industry representatives, and NGOs, to gather insights and feedback on proposed strategies.
  • Prepare detailed reports and presentations summarizing findings and recommendations.
  • Facilitate workshops and discussions to disseminate information and gather further input on regulatory strategies.
  • Monitor and evaluate the implementation of recommended strategies and provide ongoing support as needed.
  • Ensure compliance with UNDP procurement processes and guidelines throughout the assignment.

Required Qualifications:
  • Advanced degree in environmental science, public policy, law, or a related field.
  • Proven experience in regulatory analysis, particularly in the context of environmental policies and waste management.
  • Strong understanding of the F&B sector and its environmental impacts.
  • Excellent analytical and research skills, with the ability to synthesize complex information into actionable recommendations.
  • Strong communication and interpersonal skills, with experience in stakeholder engagement and facilitation.
  • Familiarity with UNDP processes and procedures is an advantage.

Educational Background:
Candidates should possess an advanced degree (Master's or equivalent) in a relevant field such as environmental science, public policy, law, or a related discipline. A PhD is preferred but not mandatory. Relevant certifications in environmental management or sustainability practices would be considered an asset.

Experience:
A minimum of 5 years of professional experience in regulatory analysis, environmental policy development, or related fields is required. Experience working with international organizations, government agencies, or NGOs on environmental issues is highly desirable. Demonstrated experience in the F&B sector, particularly regarding packaging and waste management, will be a significant advantage.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of Arabic is highly desirable, as it will facilitate communication with local stakeholders and enhance the effectiveness of the consultant's work. Additional languages may be considered an asset, depending on the context of the assignment.

Additional Notes:
The contract for this position is for a duration of 106 working days over one year, indicating a part-time commitment. The consultant will be expected to work independently while adhering to UNDP's procurement guidelines.
