Job Overview:
The HIV/SRH/BBV Warehouse Management Officer will play a crucial role in supporting the Sexual and Reproductive Health (SRH) and HIV Unit at the Ministry of Health and Medical Services (MHMS) in Fiji. This position involves overseeing the functional warehouse infrastructure for various health commodities, including SRH, HIV, STI, BBV, and TB products. The officer will ensure compliance with Good Storage and Distribution Practices (GSDP) and will be responsible for the management and reporting of these commodities. The role requires a proactive approach to problem-solving and the ability to work independently while collaborating with various stakeholders, including the Program Warehouse Lead and Public Health Specialist. The officer will also be involved in developing standard operating procedures (SOPs), compliance protocols, and quality assurance systems to enhance the efficiency and effectiveness of warehouse operations. Additionally, the position entails capacity building for supply-chain personnel and the development of performance-monitoring frameworks to track key performance indicators (KPIs) related to warehouse operations and the national supply chain.

Duties and Responsibilities:
The duties and responsibilities of the HIV/SRH/BBV Warehouse Management Officer include:
  • Supporting the functional warehouse infrastructure for SRH, HIV, STI, BBV, and TB commodities, ensuring compliance with GSDP, including cold chain management and secure storage.
  • Developing and upgrading SOPs, compliance protocols, and quality assurance systems for the management and reporting of health commodities.
  • Supporting the integration of stock-tracking systems with real-time dashboards using national Logistics Management and Information System (LMIS) tools.
  • Coordinating national distribution and replenishment plans, including monitoring multi-month supply and differentiated service delivery models.
  • Providing capacity-building support and training for supply-chain personnel within the SRH and HIV Unit and related health facilities.
  • Developing a Key Performance Indicators (KPI) framework for warehouse operations and monitoring performance metrics.
  • Overseeing the receipt, documentation, and distribution of donated or in-kind commodities, ensuring compliance with WHO standards.
  • Mentoring and coaching logistics officers to promote adherence to SOPs and digital systems.
  • Supporting long-term capacity strengthening and sustainability planning for national warehouse operations.

Required Qualifications:
The required qualifications for the position include:
  • Essential: A Bachelor's degree or its equivalent in pharmacy, Public Health, or a related field.
  • Desirable: Postgraduate qualifications in Business Administration, Warehouse Management, or a related field will be an advantage.
  • Essential: At least five years of relevant experience in forecasting, procurement, and distribution of health products.
  • Desirable: Professional experience in supply chain systems, inventory control, and procurement planning aligned with international and national standards.
  • Strong analytical, coordination, and capacity-building skills are required, along with competencies in fostering teamwork, producing results, managing oneself, and effective communication.

Educational Background:
The educational background needed for the position includes a Bachelor's degree or its equivalent in pharmacy, Public Health, or a related field. Postgraduate qualifications in Business Administration, Warehouse Management, or a related field are considered advantageous and may enhance the candidate's profile for this role.

Experience:
The level of experience needed for the position is at least five years of relevant experience in the fields of forecasting, procurement, and distribution of health products. Candidates with professional experience in supply chain systems, inventory control, and procurement planning that aligns with both international and national standards will be preferred. This experience is essential to ensure that the officer can effectively manage the warehouse operations and contribute to the overall goals of the SRH and HIV Unit.

Languages:
The mandatory language requirement for this position is fluency in the English language. Additionally, fluency in the iTaukei language is considered an asset and may enhance communication with local stakeholders and communities.

Additional Notes:
The salary for this role will start from FJD 38,557.21 to FJD 62,958.41, depending on qualifications and experience. The duration of the contract is initially set for 12 months, with the potential for extension based on performance and organizational needs. This role is subject to local recruitment and will be filled by Fiji nationals recruited in the local commuting area of the duty station.
