Job Overview:
The Programme Analyst for Women’s Economic Empowerment (WEE) is tasked with contributing to the WEE portfolio of UN Women in Armenia, specifically focusing on the project "Women’s Economic Empowerment in South Caucasus – Phase III." This project aims to economically empower women, particularly those who are poor and socially excluded in Armenia, Azerbaijan, and Georgia, and to ensure their participation in relevant decision-making processes. The role involves providing substantive inputs to the design, formulation, implementation, and evaluation of programs, ensuring effective management of UN Women programs in Armenia. The Programme Analyst will work closely with various stakeholders, including government officials, private sector representatives, and civil society organizations, to facilitate the successful implementation of the WEE portfolio. The position requires monitoring results achieved during implementation and ensuring adherence to systems and procedures, while also developing enhancements as necessary.

Duties and Responsibilities:
  • Contribute technically to the development of programme strategies in Women’s Economic Empowerment by providing substantive inputs to project proposals and identifying areas for support and intervention.
  • Support the WEE Programme Specialist in the timely and effective implementation of the WEESC Phase III project in Armenia, ensuring alignment with project goals and monitoring financial and programmatic progress.
  • Maintain strong partnerships with national stakeholders to facilitate effective implementation and strategic expansion of project interventions.
  • Coordinate advocacy and knowledge initiatives to amplify the project’s visibility and influence.
  • Provide technical inputs to the annual workplan and budget, lead the implementation of programme activities, and monitor the submission of financial and narrative reports from implementing partners.
  • Develop technical knowledge products and identify opportunities for capacity building of partners.
  • Monitor progress of implementation using results-based management tools and draft reports on monitoring missions and programme results.
  • Provide substantive inputs to resource mobilization strategies and participate in donor meetings and public information events.
  • Support inter-agency coordination on Women’s Economic Empowerment to achieve coherence and alignment of UN Women programmes with other partners. 1
  • Perform other duties as necessary for the efficient functioning of the Office and the Organisation.

Required Qualifications:
The position requires a Master’s degree or equivalent in economics, social sciences, human rights, gender/women's studies, international development, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification would be an added advantage. Candidates should possess good programme formulation, implementation, monitoring, and evaluation skills, as well as knowledge of Results Based Management. The ability to gather and interpret data, reach logical conclusions, and present findings is essential. Knowledge of Women’s Economic Empowerment topics such as care economy, equal pay, and gender-responsive private sector engagement is also required.

Educational Background:
Candidates must have a Master’s degree or equivalent in a relevant field such as economics, social sciences, human rights, gender/women's studies, or international development. In cases where candidates hold a first-level university degree, they must have two additional years of qualifying experience, making a total of four years of experience necessary for those with a Bachelor’s degree. A project/programme management certification is considered an advantage.

Experience:
At least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting, and capacity building is required. For candidates with a Bachelor’s degree, a total of 4 years of experience is necessary. Experience in Women’s Economic Empowerment is desirable, as is experience coordinating with government agencies and/or donors. Proficiency in using computers and office software packages, as well as experience with web-based management systems, is required. Familiarity with a modern web-based ERP System, preferably Oracle Cloud, is also desirable.

Languages:
Fluency in English and Armenian is required for this position. Knowledge of another official UN language, such as French, Arabic, Chinese, Russian, or Spanish, is considered desirable.
