Job Overview:
The position of Individual Contractor for the Preparation of a Handbook for Local Governance Trainings involves creating a comprehensive guide that addresses laws related to anti-corruption specifically tailored for local governance training programs. This role is crucial in supporting the Project for Promoting Prosecution of Corrupt Practices through the Establishment of Anti-corruption Mechanism (PPCP). The contractor will be expected to conduct thorough research, compile relevant legal frameworks, and present them in an accessible format for training purposes. The handbook will serve as a vital resource for local governance officials and stakeholders, enhancing their understanding and implementation of anti-corruption measures. The contractor will work remotely from Colombo, Sri Lanka, and is expected to complete the assignment within a specified timeframe of 15 working days, from February to March 2026.

Duties and Responsibilities:
The duties and responsibilities of the Individual Contractor include:
  • Conducting comprehensive research on existing laws and regulations pertaining to anti-corruption in Sri Lanka.
  • Collaborating with local governance experts and stakeholders to gather insights and best practices.
  • Drafting the handbook content, ensuring clarity and relevance to the target audience.
  • Reviewing and revising the handbook based on feedback from UNDP and other stakeholders.
  • Ensuring that the handbook aligns with UNDP's standards and guidelines for training materials.
  • Submitting the final version of the handbook within the agreed timeline.
  • Participating in meetings and discussions as required to ensure the successful completion of the project.

Required Qualifications:
The required qualifications for this position include:
  • Proven expertise in legal research and writing, particularly in the area of anti-corruption laws.
  • Strong understanding of local governance structures and processes in Sri Lanka.
  • Experience in developing training materials or handbooks for educational purposes.
  • Excellent communication skills, both written and verbal, in English, Sinhala, and/or Tamil.
  • Ability to work independently and manage time effectively to meet deadlines.

Educational Background:
Candidates should possess a degree in law, public administration, governance, or a related field. Advanced degrees or certifications in anti-corruption, governance, or public policy will be considered an asset. A strong academic background that demonstrates knowledge of legal frameworks and governance issues is essential for this role.

Experience:
The position requires a minimum of 3-5 years of relevant experience in legal research, governance, or anti-corruption initiatives. Experience working with international organizations or NGOs in similar capacities will be highly regarded. Familiarity with the local context and previous work in Sri Lanka's governance sector will be advantageous.

Languages:
Mandatory languages for this position include English, with proficiency in Sinhala and/or Tamil being highly desirable. The ability to communicate effectively in these languages will facilitate collaboration with local stakeholders and enhance the accessibility of the training materials being developed.

Additional Notes:
This contract is for a short-term engagement, specifically lasting from February 2026 to March 2026, with a total of 15 working days allocated for the completion of the assignment.
