Job Overview: The Project Officer (Finance/Supply Chain/HR) plays a crucial role in the efficient management of financial, administrative, human resources, supply chain, and premises support functions at the field level in Humera. This position is vital for ensuring compliance with DRC’s policies and procedures while supporting the Emergency Response (ER) Manager in enhancing internal controls and accountability. The officer will be involved in both emergency response initiatives and longer-term operations, ensuring that all financial transactions are processed accurately and timely, and that all HR-related activities are conducted in accordance with established policies. The role requires a proactive approach to managing resources and supporting the overall mission of DRC in the region.
Duties and Responsibilities: The duties and responsibilities of the Project Officer include, but are not limited to:
Finance: Ensure timely and accurate payment processing for vendors, staff, and casual workers, maintaining compliance with DRC and donor requirements. Maintain daily and monthly updated cash books, perform regular bank reconciliations, and lead cash counts. Facilitate the reconciliation of staff advances and ensure proper documentation. Support the preparation of monthly financial reports and assist in internal and external audits. Ensure timely payment of tax, pension, and other statutory deductions, and maintain an organized filing system for financial documents.
Human Resources & Admin: Support recruitment processes including posting job vacancies, screening candidates, conducting interviews, and onboarding new staff. Maintain staff records, track leave, and manage contract documentation. Coordinate payroll inputs and ensure compliance with HR policies. Ensure all staff are registered with the government pension scheme and receive ID cards.
Administration: Manage office utilities, lease agreements, and ensure a clean work environment. Coordinate meetings, workshops, and travel logistics. Oversee supply management for operations.
Warehouse/Premises Support: Collaborate with the Supply Chain team to manage stock receipt and storage. Conduct periodic checks of premises and supplies.
Procurement: Manage procurement activities, ensuring compliance with DRC and donor regulations. Maintain a tracker for all procurement requests and provide updates to budget holders. Ensure accurate filing systems for supply chain activities.
Market Survey: Conduct regular market surveys to analyze trends and ensure best value for money for DRC.
Required Qualifications: Candidates must possess a minimum of 2 years of relevant work experience in finance, administration, and HR roles, preferably within an NGO or emergency setting. A strong knowledge of accounting principles and financial regulations is essential, along with familiarity with ERP systems such as DYN. Proficiency in Microsoft Office, particularly Excel, is required. Candidates should have a solid understanding of Ethiopian labor law and administrative procedures, as well as experience with HR practices and logistics. Strong organizational and interpersonal skills are necessary, along with the ability to multitask under pressure.
Educational Background: A university degree in Accounting, Business Administration, Human Resources, or related fields is required. Additional qualifications such as EORE certification are advantageous.
Experience: The position requires a minimum of 2 years of relevant work experience in finance, administration, and HR roles, ideally in an NGO or emergency context. Candidates should demonstrate strong knowledge of accounting principles, financial regulations, and familiarity with ERP systems, as well as experience in HR practices and logistics.
Languages: Fluency in spoken and written English is mandatory. Proficiency in Amharic is required, and knowledge of Tigrigna is considered an added advantage.
Additional Notes: The contract length for this position is 5 months, and it is classified as a National Contract at Band H2, which is a non-management designation. The duty station for this role is in Humera, and the expected start date is February 202
