Job Posting Organization:
SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association that has been operational for over 40 years. The organization focuses on providing assistance to populations affected by armed conflicts and natural disasters, addressing their basic needs for food, water, and shelter. SI is particularly dedicated to combating diseases linked to unsafe water, which is a leading cause of death globally. The organization operates in approximately twenty countries and employs around 2500 individuals, including expatriates, national staff, permanent staff at headquarters, and volunteers. SI is committed to professionalism and cultural respect in its interventions.

Job Overview:
The position involves overseeing the CDCS/AFD funded project, ensuring global coordination between SI, associated partners, and key stakeholders. The role requires the development of a vision and implementation strategy for the project, ensuring timely delivery, adherence to targets, budget management, and quality assurance. Compliance with donor regulations is crucial, as is external representation. The project is multi-faceted, requiring coherence across components to ensure relevance and impact. The first 2-3 months will focus on monitoring preliminary studies prior to construction and launching complementary activities based on results and activity schedules. The role also involves facilitating information flow among all stakeholders, which is essential for the project's success.

Duties and Responsibilities:
The primary duties include overseeing the project funded by CDCS/AFD, ensuring effective coordination between SI and its partners, and managing key stakeholder relationships. The role demands the development of a comprehensive implementation strategy, ensuring that the project meets its deadlines, targets, and budgetary constraints while maintaining high-quality standards. Compliance with donor rules and regulations is a critical responsibility. The position also requires external representation of SI in various forums. The project is characterized by its multi-base nature, necessitating internal coordination among teams working with an emergency lens and collaboration with headquarters. Specific AFD procedures must be followed, and the role will prioritize monitoring preliminary studies and launching activities based on the project schedule.

Required Qualifications:
Candidates must possess a Bachelor’s or Master’s degree, with experience in project management cycles. Experience working with local actors is essential, and while technical skills in WASH are not mandatory, they are considered a strong asset. The role requires development project management experience, coordination, and external representation skills. Strong writing and reporting skills are necessary, as field teams will include engineers capable of describing technical specifications and conducting site monitoring. A WASH coordinator will provide technical support, but familiarity with AFD requirements, which include a significant volume of technical documentation, is crucial. A background in WASH or hydraulic engineering is preferred, with a minimum technical proficiency level of 2 being acceptable.

Educational Background:
The educational background required for this position includes a Bachelor’s or Master’s degree, ideally in a relevant field such as project management, international development, or engineering. This educational foundation is critical for understanding the complexities of project management and the specific requirements of the role.

Experience:
The position requires candidates to have substantial experience in project management, particularly in humanitarian or development contexts. Experience working with local actors and managing multi-stakeholder projects is essential. Familiarity with WASH projects is advantageous, and candidates should have a proven track record of successful project delivery in challenging environments.

Languages:
Fluency in English is mandatory, as it is the primary language of communication for the role. Proficiency in French is also required for communication with French donors. Knowledge of Ukrainian or Russian is considered an asset, enhancing the candidate's ability to engage with local stakeholders and communities effectively.

Additional Notes:
The position offers a temporary expatriate contract with a gross salary starting at €2,860 per month. Additional benefits include per diem and accommodation coverage during deployments, one day off for each weekend spent in the field, and 25 days of paid vacation. There is no reduced working time (RTT) policy. Health and life insurance, as well as repatriation coverage, are fully provided. Candidates have the flexibility to choose their location (France or abroad) outside of deployment periods. It is important to note that Kyiv is currently rated at security" style="border-bottom: 1px dotted #007bff !important;">security level 2/5, indicating a low residual security risk, although there are regular air alerts and attacks from Russian forces, particularly at night.
