Job Overview: The International Monitoring and Evaluation Consultant will play a crucial role in overseeing and providing monitoring, evaluation, and learning (MEL) support for the entire Women's Economic Empowerment (WEE) portfolio. This position will be supervised by the Regional Advisor for Women’s Economic Empowerment and will involve close collaboration with a Junior International Consultant on Monitoring and Evaluation. The consultant will lead MEL for various projects, including the Gender Action Lab (GAL), WE RISE Together Phase 2 (WRT 2.0), and Climate and Care Entrepreneurship Programming. The consultant will be responsible for ensuring that monitoring and evaluation frameworks are aligned with UN Women’s standards and donor requirements, supporting data collection and analysis, and preparing reports that reflect the progress and achievements of the WEE initiatives. The consultant will also provide guidance and technical support to Programme Leads, ensuring that monitoring and reporting plans are effectively integrated into project workplans and that results frameworks are aligned with strategic objectives.
Duties and Responsibilities: The consultant will undertake a comprehensive set of tasks, including leading M&E planning, monitoring, and reporting for specific programme results. This involves providing technical support for the design and review of WEE programme results frameworks, ensuring alignment with UN Women corporate indicators, and supporting the development of monitoring and evaluation plans and tools. The consultant will also be responsible for data collection, validation, analysis, and interpretation related to various programmes, monitoring implementation, and preparing end-of-programme donor reports. Additionally, the consultant will provide guidance and quality assurance to Programme Leads, coordinate results monitoring and corporate reporting work, and supervise the Junior M&E Consultant. The consultant will also engage in capacity development and knowledge sharing within the WEE portfolio, contributing to cross-unit and corporate-level learning on results monitoring and reporting.
Required Qualifications: Candidates must possess a strong understanding of programme formulation and implementation, particularly in Results Based Management (RBM). They should have extensive knowledge of monitoring and evaluation methodologies, evaluation design, data collection and analysis, and reporting. Experience in managing multi-country reporting and evaluation is essential, along with the ability to synthesize program performance data and produce analytical reports. Proficiency in UN programme management systems is also required. The consultant should demonstrate strong analytical and results-based drafting skills, as well as effective communication and stakeholder engagement abilities.
Educational Background: A Master’s degree in Business, Management, Statistics, Political or Social Science, Economics, International Development Studies, Gender/Women’s Studies, or related fields is required. Alternatively, a first-level university degree in similar fields combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Experience: Candidates should have at least 5 years of relevant experience in monitoring and evaluation, specifically in Women's Economic Empowerment (WEE). Strong knowledge of various data collection methods is required, along with experience working with UN Women and other UN agencies. Experience with international donors, such as the EU or Australian DFAT, is considered an asset, as is experience working in the Asia-Pacific region and in Knowledge Management.
Languages: Strong proficiency in English is mandatory, and knowledge of other UN languages is considered an asset. Candidates should also possess strong results-based drafting skills, which will be assessed through a writing sample.
Additional Notes: This consultancy is office-based in Bangkok, Thailand, with potential travel required to the Asia-Pacific region as directed by the Regional Lead for Women’s Economic Empowerment and Migration. The consultant will receive a monthly rate upon submission of monthly update reports approved by the supervisor.
