Job Overview:
The Programme Coordinator (EVAW, WEE, WPS) will play a crucial role in providing high-quality programme coordination and technical support for UN Women Tajikistan’s portfolios focused on Ending Violence against Women (EVAW), Women’s Economic Empowerment (WEE), and Women, Peace and security" style="border-bottom: 1px dotted #007bff !important;">Security (WPS). This position involves ensuring effective implementation, monitoring, and reporting of UN Women programmes in alignment with national priorities and the UN Women Strategic Plan. The Programme Coordinator will work closely with various stakeholders, including government institutions, civil society organizations, UN agencies, and development partners, to deliver coherent and impactful results. The role requires a strong focus on programme delivery, monitoring results, and proposing improvements to enhance the effectiveness of UN Women’s initiatives in Tajikistan.

Duties and Responsibilities:
  • Provide high-quality advisory, policy, and programme development support, including the development, implementation, and monitoring of programs related to EVAWG, WEE, and WPS in Tajikistan. Conduct in-depth analysis and research on political, social, economic, and institutional contexts affecting gender equality.
  • Finalize annual workplans and budgets for EVAWG, WEE, and WPS programmes, ensuring effective and timely implementation. Provide technical oversight and ensure coherence across portfolios.
  • Coordinate and provide technical support to national partners and civil society organizations in implementing programme activities.
  • Establish an effective monitoring system for programme results, ensuring quality and timely reporting.
  • Monitor programme budgets and expenditures, ensuring compliance with financial rules.
  • Contribute to partnership and resource mobilization strategies, supporting the development of funding proposals and donor reports.
  • Participate in inter-agency coordination and provide technical support on EVAWG, WEE, and WPS.

Required Qualifications:
A Master’s degree or equivalent in public administration, law, human rights, economics, gender equality, management, social sciences, or related areas is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) is an added advantage. Candidates should possess strong programme formulation, implementation, monitoring, and evaluation skills, as well as good budget and finance skills. Knowledge of Results-Based Management and the ability to gather and interpret data is essential.

Educational Background:
Candidates must hold a Master’s degree or equivalent in relevant fields such as public administration, law, human rights, economics, gender equality, management, or social sciences. A first-level university degree may be accepted with additional qualifying experience. A project/programme management certification is advantageous.

Experience:
At least 5 years of progressively responsible work experience at the national or international level in design, planning, implementation, monitoring, and evaluation of development projects is required. At least 3 years of technical experience with gender equality and women's empowerment programmes, including EVAWG, WEE, and WPS, is essential. Experience in coordinating with government agencies and donor organizations is an asset, as is experience working in the UN System and leading/managing a team.

Languages:
Fluency in written and spoken English is mandatory, along with proficiency in Tajik and Russian languages. These language skills are essential for effective communication and collaboration within the role.
